On 14 June 1985, the Governments of the Kingdom of Belgium, the Federal Republic of Germany, the French Republic, the Grand Duchy of Luxembourg and the Kingdom of the Netherlands signed an agreement at Schengen, a small town in Luxembourg, with a view to enabling ‘(.) all nationals of the Member States to cross internal borders freely (.)’ and to enable the ‘free circulation of goods and services’.

In the year that I have been part of Belgium’s federal government, I have taken part in the General Affairs Council, I have chaired the Agriculture Council for several months; I have been a member of the informal External Trade Council and, for a long time now, I have been part of the Internal Market Council.

The Council welcomes the new agreement concluded in December 2000 between the Federal government, Communities and Regions in Belgium aimed at ensuring budgetary adjustment and sustainable public finances in the medium term at the different levels of government.

So we recommend that the Court Challenges Program be enhanced; that education remain a priority; that programs be designed to support job creation in the rural regions of New Brunswick, since a large part of the population is rural; that funds be invested in promoting Acadian tourism; that funding for arts and cultural programming be increased; that programs for young people be a priority; that scheduled cuts to funding for the CBC be cancelled and that community media be funded; that the federal government support the Acadian community's international initiatives, like the Acadie-France and Acadie-Belgium agreements; and finally, that the federal government continue to invest in health by promoting programs such as Healthy Communities, a joint Department of Health and Heritage Canada project.
