TRADUCTIONS EN CONTEXTE

In view of the development and establishment of a pan-European eGovernment service and the underlying interoperable telematic networks, the possibility of establishing an electronic system for the exchange of information between Product Contact Points should be envisaged, in accordance with Decision 2004/387/EC of the European Parliament and of the Council of 21 April 2004 on the interoperable delivery of pan-European eGovernment services to public administrations, businesses and citizens (IDABC) (12).
Compte tenu du développement et de l'établissement d'un service paneuropéen d'administration en ligne et des réseaux télématiques interopérables sous-jacents, il y a lieu d'envisager la possibilité de créer un système électronique pour l'échange d'informations entre les points de contact produit, conformément à la décision 2004/387/CE du Parlement européen et du Conseil du 21 avril 2004 relative à la fourniture interopérable de services paneuropéens d'administration en ligne aux administrations publiques, aux entreprises et aux citoyens (IDABC) (12).

(13) The Commission undertakes and will update, as appropriate, comprehensive consultations involving all stakeholders in order to carry out a study, involving all relevant sectors, focusing on the needs of and benefits for citizens and businesses, with a view to preparing a list of necessary and beneficial pan-European eGovernment services that could be implemented within the whole duration of this Decision.
(13) La Commission procède à des consultations exhaustives, qu'elle tiendra à jour en tant que de besoin, associant toutes les parties intéressées afin de réaliser une étude portant sur tous les secteurs pertinents, centrée sur les besoins et les avantages des citoyens et des entreprises, en vue d'élaborer une liste de services paneuropéens d'administration en ligne nécessaires et avantageux qui pourraient être mis en œuvre pendant toute la période couverte par la présente décision.

Decision 2004/387/EC of the European Parliament and of the Council of 21 April 2004 on the interoperable delivery of pan-European eGovernment services to public administrations, businesses and citizens (IDABC) [Official Journal L 144 of 30 April 2004]. The new IDABC (Interoperable Delivery of pan-European eGovernment Services) programme has the objective of delivering pan-European on-line eGoverment services to public administrations, businesses and citizens.
Le nouveau programme IDABC (fourniture interopérable de services paneuropéens de gouvernement électronique) a pour objectif de fournir des services administratifs paneuropéens en ligne aux administrations publiques, aux entreprises et aux citoyens.

In co-operation with Member State representatives in the PEGSCO and sectors, the Commission will continue to refine the focus areas agreed with Member States and confirmed by the “i2010 eGovernment Action Plan: Accelerating eGovernment in Europe for the Benefit of All”[4] with a view to supporting the development of pan-European eGovernment services, also working in co-operation with the eGovernment Sub-Group of the i2010 High Level Group established in the context of the i2010 eGovernment Action Plan.
En coopération avec les délégués des États membres au sein du PEGSCO et les représentants des secteurs, la Commission continuera de travailler aux domaines prioritaires définis avec les États membres et confirmés dans le «plan d’action i2010 pour l’e-gouvernement: accélérer l’instauration de l’administration en ligne en Europe dans l’intérêt de tous»[4] dans le but de soutenir la mise en place de services paneuropéens d’administration en ligne. Elle coopèrera également avec le sous-groupe «e-gouvernement» du groupe à haut niveau i2010 constitué dans le cadre du plan d’action précité.

They shall also provide the management of horizontal pan-European eGovernment services as well as establish strategic and support activities to promote pan-European eGovernment services, perform strategic analysis of related developments in the Community and Member States, and ensure the management of the programme and the spread of good practice.
En outre, elles assurent la gestion de services paneuropéens horizontaux d'administration en ligne et mettent en place des activités stratégiques et de soutien destinées à promouvoir des services paneuropéens d'administration en ligne, à réaliser une analyse stratégique des développements y afférents dans la Communauté et dans les États membres ainsi qu'à assurer la gestion du programme et la diffusion des bonnes pratiques.

The evaluations shall also examine, in the light of the expenditure incurred by the Community, the benefits yielded by the pan-European eGovernment and infrastructure services to the Community for the advancement of common policies and institutional cooperation as far as public administrations, businesses and citizens are concerned and identify areas for potential improvement and verify synergies with other Community activities in the area of pan-European eGovernment and infrastructure services.
En outre, elles examinent, compte tenu des frais encourus par la Communauté, les avantages que les services paneuropéens d'administration en ligne et d'infrastructure ont apportés à la Communauté pour faire progresser les politiques communes et la coopération institutionnelle en ce qui concerne les administrations publiques, les entreprises et les citoyens, précisent les points susceptibles d'être améliorés et vérifient la synergie avec d'autres actions communautaires dans le domaine des services paneuropéens d'administration en ligne et d'infrastructure.

3. The new IDABC-Programme (Interoperable Delivery of pan-European eGovernment Services to Public Administration, Businesses and Citizens) will draw on the expertise gathered in IDA II and is expected to strongly contribute to the further development of pan-European eGovernment services.

Le nouveau programme IDABC (Fourniture interopérable de services paneuropéens de gouvernement électronique aux administrations publiques, aux entreprises et aux citoyens) tirera parti de l'expertise constituée par l'intermédiaire d'IDA II et est appelé à contribuer fortement au futur développement de services paneuropéens de gouvernement électronique.

[31] eGovernment can only be a tool to achieve more open, more participatory, more accountable, more effective and more coherent governance (cf. ministerial declaration of the eGovernment conference in Brussels on 29-30 November 2001 which also states that increasing attention should be given to the provision of pan-European eGovernment services).
