Boards of appeal - Provision should be made in decision-making agencies' internal organisation for boards of appeal to deal with any complaints by third parties arising from decisions they adopt, as is already the case with the Office for Harmonisation in the Internal Market, the Community Plant Variety Office and the European Aviation Safety Agency.
