It has taken three years – too many – from when Commissioner Santer, urged by Emma Bonino and Ritt Bjerregaard, the then Commissioners for Consumer Policy and the Environment, presented the proposal to amend the old Directive 90/220/EEC, a proposal which has resulted in the text we are debating today and upon which we are going to vote tomorrow.

In the Communication, which was proposed jointly by Emma Bonino, Fisheries Commissioner, and Ritt Bjerregaard, Environment Commissioner, the Commission identifies some priorities and implementing measures that should benefit from increased co-ordination and coherence between the two policy areas, and that will be complementary and even synergistic to the conservation of fish stocks and to the conservation of marine nature.

In detail, the recommendation that was submitted by Consumer Commissioner Emma Bonino in agreement with Environmental Commissioner Ritt Bjerregaard, invites the Member States to take measures in order to ensure a high level of children health protection with regard to child care and toys intended to be put into the mouth in soft PVC containing phtalates and to control the release of six phthalates in the products in question, while Community legislation for permanent protection is under way.
Plus précisément, la recommandation émise par Emma Bonino, la Commissaire en charge de la politique des consommateurs, en accord avec Ritt Bjerregaard, le Commissaire chargé de l'environnement, invite les États membres à contrôler de façon urgente les limites d'exposition de six phtalates présents dans les produits en question et de prendre le cas échéant les mesures qui s'imposent afin de protéger la sécurité et la santé des enfants cependant que la législation de l'Union européenne (UE) pour une protection permanente est en cours d'élaboration.

Mrs Emma BONINO, Commissioner for Fisheries, and Mrs Ritt BJERREGAARD, Commissioner for Environment, will attend the Intermediate Ministerial Meeting on the Integration of Fisheries and Environmental Issues (IMM), decided by the Fourth North Sea Conference, which will take place in Bergen, Norway, on 13 and 14 March 1997.
Mme Emma Bonino, membre de la Commission chargé de la pêche, et Mme Ritt Bjerregaard, membre de la Commissaire chargé de l'environnement, participeront à la Réunion ministérielle intermédiaire sur l'intégration de la pêche et des questions environnementales (IMM), qui a été convoquée à la suite de la quatrième conférence de la mer du Nord et qui aura lieu à Bergen (Norvège) les 13 et 14 mars 1997.
