By including the request under the item " Funding for the Border Infrastructure Fund relating to investments in infrastructure to reduce border congestion," the government did not clearly or transparently identify the nature of the request for funding — that is, G8 infrastructure project spending.

Welcomes the Commission's initiative to present in 2011 a proposal to address the question of cost allocation of technologically complex or cross-border projects, as this is considered one of the main barriers to the development of cross-border infrastructure and a new financial instrument to back priority projects during 2014-2020;

Endorses the Commission’s view that cross-border infrastructure is one of the best examples of where the EU can plug gaps and deliver better value results; considers that targeted financial support at EU level can help to kick-start other important projects, which often have great commercial potential in the long term; notes that countries are now launching huge, ambitious infrastructure investment drives, that maintaining competitiveness means that Europe has a particularly strong strategic interest in effective infrastructure, to lay the foundations for long-term economic growth, and that the result would be a European core transport network ensuring a more energy-efficient transport sector, which could include shifting freight and passenger flows towards more sustainable and accessible transport modes; observes that such support needs to be targeted on key priorities – removing bottlenecks on strategic trans-European axes, encouraging their extension and building cross-border and intermodal connections;

Draws attention to the urgent need to solve the problems involved in improving the infrastructure for crossing the border between Latvia and Russia (and also between other EU-Russia border states), making use of the resources of the EU and the Russian Federation in order to open both existing border crossing points and new ones; stresses that it is also important to develop border infrastructure in the transit countries, such as the Ukraine, in order to facilitate and speed up cooperation between EU and Russia;

The third basket involves security on infrastructure. It requires relieving congestion at key crossing points by investing reciprocally in border infrastructure and identifying technological solutions that will help to speed movement across the border.
