Even though the worst of the fighting took place in Croatia and in Bosnia-Herzegovina, it remained a containable conflict within the boundaries of what had been Yugoslavia.

I appreciate very much the opportunity to be here with you today in order to give you an update on current events in Bosnia-Herzegovina as well as our plans and ideas for the future of Bosnia-Herzegovina, and the future of peace implementation by the international community in Bosnia-Herzegovina.

Warns, therefore, against any attempt to carve out, inside BiH, mono-ethnic territories; reminds BiH politicians that the international community will not tolerate any measure or policy undermining, directly or indirectly, the multi-ethnic character, the territorial integrity, the stability and the unity of BiH and of its entities; calls on the High Representative for Bosnia-Herzegovina to remain particularly vigilant in this respect and to be more robust in promoting the re-integration of refugees and displaced people throughout the territory of BiH, and, in particular, in the Republika Srpska, which has a disappointing record as regards returns of refugees and displaced persons;

Concerns over such future developments in Bosnia Herzegovina have meant that the country remains at the top of our action agenda and the focus of constant attention. Bosnia Herzegovina has been and continues to be the subject of intense negotiations at all levels of the Council.

We feel, though, that the emphasis in the proposed resolution is too much on a different type of approach which fits in with the regrettably widespread opinion in Europe that, since the 1992-1995 war, Bosnia-Herzegovina has remained a violent and intolerant chaos for which an external solution must be found with military means and administrative interventions until such time as a strong leader appears.
Nous estimons cependant que la résolution proposée met trop l’accent sur un type d’approche différent, qui correspond à l’opinion malheureusement très répandue en Europe que, depuis la guerre de 1992-1995, la Bosnie-et-Herzégovine est restée un chaos violent et intolérant pour lequel toute solution extérieure doit passer par une présence militaire et des interventions administratives, jusqu’à ce qu’un leader fort fasse son apparition.

Thirdly, rumour has it that since the Canadian military will be incapable of doing all of this, that is take part in the SFOR in Bosnia-Herzegovina, Operation Apollo and the deployment in Afghanistan, the government is poised to pull its troops out of Bosnia-Herzegovina in order to meet its commitments in Afghanistan.
