Recognises the importance of energy cooperation with Kazakhstan and Turkmenistan, given that it is beneficial both to those states and to the European Union Member States; welcomes, therefore, the signing of memoranda of understanding with Kazakhstan and Turkmenistan that provide for the purchasing of gas, as well as the steps taken in the development of the Southern Corridor, notably in the form of the Nabucco Project; points out, however, that Turkmenistan is not yet a member of the Extractive Industries Transparency Initiative (EITI); re-emphasises the need to promote greater transparency in relation to income from natural resources; urges the EU accordingly, through its energy policy dialogue, to back Turkmen membership of the EITI with a view to integrating considerations of good governance into EU energy programming;

Stresses the paramount importance of timely adoption of the multiannual financial framework and of clear and definitive rules and guidance for the Member States, in order to avoid start-up difficulties and delays related to the drawing up of national rules and the implementation of the ex-ante conditionalities by the Member States at the beginning of the next programming period; considers it necessary for the Commission to provide technical support to ensure that these are also well understood at Member State level; stresses that the duration of the multiannual financial framework (MFF) is a key issue for cohesion policy and for absorption capacity, because an MFF that is too short creates obstacles for those projects that both run for a longer duration and are the most substantial from the development point of view;

Under the current government's policies, both those programs will collapse under their own weight in the coming years because they are not sustainable.
