In the light of the hostile reception given to the President-in-Office of the Agriculture Council when he appeared before the European Parliament, does the British Presidency really believe that it can take effective action in the agricultural sphere, especially when we see attempts being made on a number of key issues - reform the EU sugar regime, the new rural development guidelines and avian influenza - to delay the procedures so that the final decisions on these legislative proposals will be taken under the Austrian Presidency?

– (DE) Mr President, the statements made by the President-in-Office of the Council and Commissioner Mandelson exemplify in clear terms the old British colonial logic that once underpinned the British Empire: a clear division of labour, with commercial goods from the industrialised countries, cheap food from the colonies and the agricultural area left to sheep.

That was the decision proposed by the Presidency: the British rebate to be maintained for the 15; the British contribution to help finance cohesion policies in the new Member States, but with the common agricultural policy in those States excluded; a Commission proposal by the end of 2008 on a restructuring of the budget; the proposal to be examined by the Council with possible changes to the financial perspectives for the later years, namely from 2009 onwards.

With the exception of the statements by certain delegations since March 1994, as referred to above, the Agriculture Council did not deal with BSE at all between June 1990 and its meeting of 18 and 19 July 1994, at which the subject returned to the agenda, in response to the threats to the marketing of British meat in the wake of the complaints of the German government demanding tougher guarantees for the extraction of nerve and lymph tissue from deboned meat and a longer non-contamination period for herds before the export of carcasses. At this meeting, the Council endorsed the Commission's proposals.

There was also an exchange of views with the British Minister for Agriculture, Dr Cunningham and, in his capacity as acting President of the Council of Agricultural Ministers, the Luxembourg Minister for Agriculture, Mr Boden.
