Welcomes the fact that Council, in the end, agreed to the mobilisation of the Contingency Margin in 2014, even though to a lower amount than needed; welcomes furthermore the overall reinforcement of payments in the 2014 budget, on a number of budget lines up to a level of EUR 4,2 billion, of which EUR 3 168,2 million will be mobilised through the Contingency Margin for 2014, as well as the fact that the increases proposed in DAB No 3/2014 in payment appropriations for Heading 1a and Heading 4 have been largely preserved in the final compromise; notes that the reinforcements mainly target sub-heading 1b, where the bulk of the problem of unpaid bills at year-end currently lies; recalls that the Parliament, in its reading on the budget 2014, already envisaged the greater need for payment appropriations (the final agreement was EUR 983 million lower than the adopted Parliament position); calls on the Council not to try to artificially cut the Union budget every year;

This mainly concerns grants without calls for proposals to the European standardisation organisations and national standardisation bodies in accordance with the second subparagraph of Article 110(1) of Council Regulation (EC, Euratom) No 1605/2002 of 25 June 2002 on the Financial Regulation applicable to the general budget of the European Communities and point (d) of Article 168(1) of Regulation (EC, Euratom) No 2342/2002.

This amendment increases the proposed budget more modestly and intends to keep LIFE funding at 2004 levels (168.4 million for 2005 + 168.4 million for 2006 + 17.2 million for administration in 2007-2010 = 354 million euros).

Instructs the Conference of Presidents to make the necessary adjustments to the implementing provisions governing the activities of delegations and joint parliamentary committees, acting on a proposal from the Conference of Delegation Chairmen (Rule 168(5) of the Rules of Procedure), bearing in mind that, because of current budget restrictions, the chairman of each delegation will decide how many members will travel with each delegation or working party on the basis of a pre-established limit, taking account of the areas of activity of each member of the delegation, attendance rates, frequency of participation, interest shown, etc.
