Bulgaria adopted legislation specifying the conditions to guide the correction of slippages, Croatia has made some efforts to improve the accuracy of budgetary planning and to tighten expenditure control, Portugal further reformed the Budget Framework Law,Slovenia adopted implementing legislation for the constitutional budget balance rule, and Cyprus adopted the Fiscal Responsibility and Budget System Law providing a comprehensive and transparent legal framework for sound budgetary practices.Furthermore, independent fiscal institutions monitoring the application of national fiscal rules and fiscal plans have been established or reinforced in most Member States.
La Bulgarie s'est dotée d'une législation fixant des orientations pour la correction des dérapages budgétaires, la Croatie s'est efforcée de rendre sa planification budgétaire plus précise et de durcir le contrôle des dépenses, le Portugal a poursuivi la modification de sa loi-cadre budgétaire, la Slovénie a adopté les dispositions d’application de la règle d'équilibre budgétaire introduite dans sa constitution et Chypre a adopté la loi sur la responsabilité et le système budgétaires qui établit un cadre juridique global et transparent pour des pratiques budgétaires saines. En outre, des organes budgétaires indépendants chargés de suivre l'application des règles et plans budgétaires nationaux ont été créés ou renforcés dans la plupart des États membres.

The estimated requirements for this plan will be covered within the allocations of appropriations for the budget lines mentioned under section 1 above and granted to the managing DGs (DGs Environment and Research) in the context of the annual budget procedure.

Notes that the Institute improved the planning and monitoring procedures related to the budget implementation; takes note that these procedures now include a more rigorous assessment of all activities proposed with a budget impact over EUR 50 000, as well as the introduction of additional planning documents which ensure that the needs of human and financial resources are well identified and available to implement all planned activities; notes, furthermore, that the link between planned activities and resource allocation has been strengthened by linking the Annual Work Programme with the annual budget;

14. Attaches the utmost importance to the establishment and implementation of a sound payment plan with the objective of reducing the level of unpaid bills at year-end to its structural level in the course of the current MFF, as stated by the Council, Parliament and the Commission in the joint declaration agreed in the framework of the 2015 budget procedure; recalls that this plan will be agreed by the three institutions in due time before the presentation of the draft budget 2016; considers that the interinstitutional meeting in March 2015 should provide the opportunity for the three institutions to agree on this plan;
14. attache la plus grande importance à la définition et à la mise en œuvre d'un échéancier de paiement solide permettant de ramener le niveau des factures impayées en fin d'exercice à son niveau structurel pendant la durée du CFP en cours, comme l'ont déclaré le Conseil, le Parlement et la Commission dans la déclaration commune qu'ils ont adoptée dans le cadre de la procédure budgétaire 2015; rappelle que cet échéancier sera validé par les trois institutions en temps utile avant que le projet de budget pour 2016 ne soit présenté; estime que la réunion interinstitutionnelle de mars 2015 devrait donner l'occasion aux trois institutions de valider cet échéancier;

11. Recalls the urgent need to focus on safe and sustainable technologies that will be available in the foreseeable future, or are already available as technology pillars of the Union’s energy and climate policy, such as the most mature technologies identified in the Union’s Strategic Energy Technology Plan(SET Plan), which must be promoted and implemented in order to deliver the Europe 2020 goals; regrets the fact that the 2012 draft budget does not include financial allocations for SET Plan technologies directly in the existing SET Plan budget line; takes the view, therefore, that arrangements for the long-term financing of the development of this type of innovative and sustainable energy technologies should be made immediately;
11. rappelle qu'il est urgent de se concentrer sur des technologies sûres et durables qui seront disponibles dans un avenir prévisible ou qui sont déjà disponibles comme piliers technologiques de la politique de l'Union en matière d'énergie et de climat, telles que les technologies parvenues à maturité définies dans le plan SET qui doivent être promues et mises en œuvre afin de réaliser les objectifs de la stratégie Europe 2020; regrette que le projet de budget 2012 ne prévoie pas de dotation financière pour les technologies visées dans le plan SET à partir de la ligne budgétaire existante consacrée au plan SET; est par conséquent d'avis que les modalités du financement à long terme du développement de ce type de technologies énergétiques innovantes et durables doivent être immédiatement définies;

(b) an establishment plan for staff paid from the research and technological development appropriations for direct action and an establishment plan for staff paid from the same appropriations for indirect action; the establishment plans shall be classified by category and grade and shall distinguish between permanent and temporary posts, authorised within the limits of the budget appropriations.

Notes the budgetary decision to take a general approach to the level of the subsidies for decentralised agencies and notes the Council's position on this matter; insists that the budgetary authority receive prior information, should significant modifications be made by the agencies to the budget adopted by the budgetary authority, in particular as regards their establishment plans; to this end, and, since the establishment plans of the agencies have a direct impact on the budget of the Union, decides to include the establishment plan of each agency in Part C of the budget, in accordance with its legislative decisions;
