We arrived at today's debate after a speech from the throne. We arrived here today after a budgetary commitment by the Minister of Finance.
Nous en sommes là en raison d'un engagement formulé dans le discours du Trône, d'un engagement budgétaire que le ministre des Finances a pris et d'un engagement pris par le premier ministre au cours de la campagne électorale.

1. Resources for the European territorial cooperation goal shall amount to 2,75 % of the global resources available for budgetary commitment from the ERDF, ESF and the Cohesion Fund for the 2014-2020 programming period and set out in Article 91(1) of Regulation (EU) No 1303/2013 (i.e., a total of EUR 8 948 259 330) and shall be allocated as follows:

In the case of the lifting of a suspension of budgetary commitments concerning the Cohesion Fund in the context of an excessive government deficit procedure, the Council, on a proposal from the Commission and in compliance with the relevant basic act, shall decide on a transfer of suspended commitments to the following years.
En cas de levée d'une suspension des engagements budgétaires pour le Fonds de cohésion dans le cadre d'une procédure pour déficit public excessif, le Conseil statue, sur proposition de la Commission et conformément à l'acte de base pertinent, sur un transfert des engagements suspendus aux exercices suivants.

This budgetary commitment shall be deducted from the global provisional commitment referred to in Article 150.

The precise modalities of this dialogue will be defined by the end of July. 3. The two parties also considered that the recent initiative by the President of the French Republic, currently President of the European Council, inviting Malta to meet the Heads of State or Government of the Member States at the next European Council meeting in Cannes is a further token of the Union's commitment to a dynamic process aimed at strengthening the special relations already existing with Malta. 4. Finally, at the end of this Association Council, Mr DE MARCO, on behalf of Malta, and Mr BARNIER and Mr van den BROEK, on behalf of the European Community, signed the appropriate Financial Protocol EC-Malta covering the period until October 1998 with an aggregate amount of 45 million ECU which may be committed as follows : a) 30 million ECU in the form of loans from the European Investment Bank, from its own resources, b) 13 million ECU from the Comunity's budgetary resources, in the form of grants, c) 2 million ECU from the Community's budgetary resources, in the form of contribution to risk capital formation.
Les modalités précises de ce dialogue seront définies d'ici à la fin juillet. 3. Les deux parties ont aussi estimé que la récente initiative du Président de la République française, Président du Conseil européen, qui a invité Malte à rencontrer les Chefs d'Etat et de gouvernement des Etats membres à l'occasion du prochain Conseil européen de Cannes est un signal supplémentaire de l'engagement de l'Union dans une dynamique visant à renforcer les relations privilégiées qui existent déjà avec Malte. 4. Enfin, à la fin de cette session du Conseil d'association, M. DE MARCO, au nom de Malte, et MM. BARNIER et van den BROEK, au nom de la Communauté européenne, ont signé le protocole financier CE-Malte qui couvre la période allant jusqu'à octobre 1998 et qui porte sur un montant global de 45 millions d'écus, qui peut être engagé comme suit : a) 30 millions d'écus sous forme de prêts de la Banque européenne d'investissement, sur ses ressources propres, b) 13 millions d'écus sous forme de dons, provenant du budget communautaire, c) 2 millions d'écus sous forme de contribution à la formation de capital à risque, provenant du budget communautaire.

7. Finally, at the end of this Association Council, Mr MICHAELIDES, on behalf of Cyprus, and Mr BARNIER and Mr van den BROEK, on behalf of the European Community, signed the fourth Financial Protocol EC-Cyprus covering the period ending 31st December 1998 with an aggregate amount of 74 million ECU which may be committed as follows : a) 50 million ECU in the form of loans from the European Investment Bank, from its own resources, b) 22 million ECU from the Comunity's budgetary resources, in the form of grants, c) 2 million ECU from the Community's budgetary resources, in the form of contribution to risk capital formation.
7. Enfin, à l'issue du présent Conseil d'association, M. MICHAELIDES, au nom de Chypre, et MM. BARNIER et van den BROEK, au nom de la Communauté européenne, ont signé le quatrième Protocole financier CE-Chypre couvrant la période allant jusqu'au 31 décembre 1998 et prévoyant qu'un montant global de 74 millions d'écus peut être engagé à raison de : a) 50 millions d'écus sous forme de prêts de la Banque européenne d'investissement, accordés sur ses ressources propres ; b) 22 millions d'écus sur les ressources budgétaires de la Communauté, sous forme d'aides non remboursables ; c) 2 millions d'écus sur les ressources budgétaires de la Communauté, sous forme de contributions à la formation de capitaux à risques.

The amount of ECU 45 million may be committed as follows: ECU 30 million in the form of loans from the EIB made from its own resources and ECU 15 million from the Community's budgetary resources of which ECU 13 million will be in the form of grants and ECU 2 million in the form of contributions to risk capital formation.
Le montant de 45 MECUS peut être engagé à raison de 30 MECUS sous forme de prêts de la BEI accordés sur ses ressources propres et de 15 MECUS sur les ressources budgétaires de la Communauté, dont 13 MECUS sous forme d'aides non-remboursables et 2 MECUS sous forme de contributions à la formation de capitaux à risques.

The amount of ECU 74 million may be committed as follows: ECU 50 million in the form of loans from the EIB made from its own resources and ECU 24 million from the Community's budgetary resources of which ECU 22 million will be in the form of grants and ECU 2 million in the form of contributions to risk capital formation.
Le montant de 74 MECUS peut être engagé à raison de 50 MECUS sous forme de prêts de la BEI accordés sur ses ressources propres et de 24 MECUS sur les ressources budgétaires de la Communauté, dont 22 MECUS sous forme d'aides non-remboursables et 2 MECUS sous forme de contributions à la formation de capitaux à risques.
