While recalling paragraphs 39 and 40 of the Interinstitutional Agreement of 6 May 1999 between the European Parliament, the Council and the Commission on budgetary discipline and improvement of the budgetary procedure (hereafter: "the Interinstitutional Agreement"), which remains fully applicable, the European Parliament and the Council agree the following:

The Council considers that the Interinstitutional Agreement of 6 May 1999 remains the cornerstone of the smooth functioning of the budgetary procedure and that the range of mechanisms it currently comprises are adequate to cope with unforeseen circumstances and developments in the budgetary field.

Le Conseil considère que l'accord interinstitutionnel du 6 mai 1999 demeure la clé de voûte d'un bon déroulement de la procédure budgétaire et que l'ensemble des mécanismes qu'il comporte actuellement sont suffisants pour faire face aux situations imprévues et aux évolutions dans le domaine budgétaire.

The Commission accordingly proposes that: - the role of its communication to the Ecofin Council meeting in March should be left unchanged; - the content of the communication to the Ecofin Council meeting in July should be developed; the communication will list the measures taken by the Member States pursuant to the guidelines contained in the most recent Annual Economic Report; on the basis of the new forecasts for the current year and for the following year, the communication will reassess the short-term and, if necessary, the medium-term outlook and will set out the Commission's views on the economic and budgetary policy guidelines to be applied in the year ahead; the communication will be transmitted to Parliament and the Economic and Social Committee; the social partners will be consulted by the Commission; in addition, the Commission requests the Council to ask the governments of the Member States to pass on the communication and any conclusions drawn by the Council to the national parliaments, in accordance with the spirit of Article 5 of the Decision on convergence, so that they can be discussed in the autumn debates on economic and budgetary policy at national level; - the procedure for drawing up and approving the Annual Economic Report should remain unchanged; the Report could certainly be reduced in length, but it would continue to be the Community's main economic policy reference document; the Commission considers it important that the final adoption of the Report should take place after the Council has discussed it in the light of the various opinions delivered; accordingly, there should be better coordination of the dates of the November and December meetings of Parliament and the Ecofin Council.
A cette fin, la Commission propose: - de maintenir inchange le role de sa communication adressee au Conseil ECOFIN de mars; - de developper le contenu de la communication destinee au Conseil ECOFIN de juillet; cette communication fera l'inventaire des actions mise en oeuvre par les Etats membres en application des orientations du rapport economique annuel le plus recent; sur la base des nouvelles pevisions pour l'annee en cours et pour l'annee suivante, elle reappreciera les perspectives economiques a court et - en cas de besoin - a moyen terme, et elle exposera les vues de la Commission sur les orientations de politique economique et budgetaire a retenir pour l'annee a venir; cette communication sera transmise au Parlement europeen et au Comite economique et social; les partenaires sociaux seront consultes par la Commission; en outre la Commission demande au Conseil d'inviter les gouvernements des Etats membres -dans l'esprit de l'article 5 de la decision sur la convergence - a transmettre cette communication et les conclusions eventuelles du Conseil aux Parlements nationaux en vue des debats d'automne sur la politique economique et budgetaire au plan national; - de ne pas modifier la procedure d'elaboration et d'approbation du rapport economique annuel; ce rapport pourrait certes etre allege, mais il reste le prncipal document de reference pour la politique economique de la Communaute; la Commission attache de l'importance a ce que l'adoption finale du rapport puisse etre effectuee apres un debat du Conseil tenu a la lumiere des divers avis; il serait souhaitable, a cette fin, de mieux coordonner la fixation des dates de reunion du Parlement europeen et du Conseil ECOFIN en novembre et en decembre.
