On 18 November 2009, Parliament, Council and the Commission therefore agreed to continue the budgetary procedure under the EC Treaty, but also reached an agreement covering the outcome of the budgetary procedure, including Parliament’s vote, which took place in full respect of the Multiannual Financial Framework. The President of the Council has just confirmed the agreement of the Council on the budget we have just voted. This means that Parliament and Council have now reached an agreement on a joint text, respecting the aim and purpose of Article 314. I thus note that the budgetary procedure, that was initiated under Article 272 of the Treaty establishing the European Community and continued under Article 314 of the Treaty on the Functioning of the European Union, has been completed in accordance with Article 314 of the Treaty on the Functioning of the European Union and the Multiannual Financial Framework. The budgetary procedure can thus be deemed to be completed and the budget is declared definitively adopted’.

(25) This Decision establishes a financial framework for the entire duration of the programme which is to be the principal point of reference for the budgetary authority, within the meaning of point 33 of the Interinstitutional Agreement of 6 May 1999 between the European Parliament, the Council and the Commission on budgetary discipline and improvement of the budgetary procedure(16).

Takes note of the likely budgetary constraints on the 2004 budget, given that new needs have emerged since 1999 and that the increase in the number of programmes adopted under the co-decision procedure makes budgetary decisions less flexible; reiterates its view that new political needs can be covered only to a very limited extent under the existing financial perspective ceilings; asks the Commission to give an overview of the financial programming in category 3 and 4 since 1999, indicating to which extent re-programming has already taken place; stresses the need to further improve coherence between its legislative and budgetary powers; calls on the Commission to submit, together with the preliminary draft budget, an analysis of the operational programmes' compatibility with the financial perspective; underlines the positive experience of the new structured dialogue which was applied in this context last year for the first time and the outcome of the new type of budgetary debate initiated in 2002, which has raised the profile of budgetary issues; considers that it will be important to further strengthen the link between the budgetary procedure and the legislative programme and discharge procedure; therefore calls on the specialised committees to fully apply the procedures put in place in the Commission's legislative and work programme in the context of the activity-based management (see Annex XIV of the Rules of Procedure);
