8. Points out that the purpose of the transitional guidelines concerning amending budgets should aim to facilitate reaching an agreement by the two branches of the budgetary authority without ruling out resorting to the conciliation committee; considers that this goal could be pursued through improving the exchange of information between the Commission and the two branches of the budgetary authority and amongst each other; stresses, however, that those guidelines must fully respect the prerogatives of Parliament concerning the budgetary procedure which applies in general to amending budgets, as mentioned above;

Lastly, I wish to emphasise the positive and effective cooperation we have had with Parliament: the work on the codecision and budgetary procedures, amongst other things.

In this context, we must once again state our continuing political support for the reform of the Commission and mechanisms are being put in place to effectively monitor it, in an attempt to avoid both the delays that we have seen and those concerning staff regulations, in which we want to see the position opportunely adopted in the European Parliament resolution respected. These are the mechanisms of the long-awaited reform, which must be implemented by all the European institutions: an increase in the size of the external delegations, and also better coordination between the legislative and budgetary procedures, amongst others.

In addition, the Strategic Reform Issues paper which the Commission adopted this week makes it absolutely clear that we will be following up the recommendations of the Committee of Independent Experts by, amongst other things, modernising and strengthening financial control procedures within the Commission; separating control responsibilities for budgetary expenditure from essential audit functions; and ensuring that an Internal Audit Office is staffed and led by officials with specific professional qualifications.
