Stresses that the Lisbon Treaty opens the way to incorporate the European Development Fund (EDF) in the General Budget of the European Union, without the need for a revision of the Lisbon Treaty; strongly believes that the democratic scrutiny of the EDF, until the budgetisation of the EDF becomes reality, needs a more thorough approach by the national parliaments of the Member States; calls on the Council and Commission to include the EDF in the General Budget of the European Union at the 2009 Mid-term Review, as this will bring transparency and democratic legitimacy to an important part of the EU's development policy and budget;
4. souligne que le traité de Lisbonne ouvre la voie à l'inscription du Fonds européen de développement (FED) au budget général de l'Union européenne, sans qu'il soit nécessaire de réviser ledit traité; est fermement convaincu que le contrôle démocratique du FED, jusqu'à la budgétisation effective de ce dernier, nécessite une approche plus approfondie de la part des parlements nationaux des États membres; demande au Conseil et à la Commission d'inscrire le FED au budget général de l'Union européenne lors de l'évaluation à mi-parcours de 2009, car cette mesure apportera transparence et légitimité démocratique à un volet essentiel de la politique de développement et au budget de l'UE;
