1. The commitment appropriations and the non-differentiated appropriations relating to building projects referred to in Article 13(2)(a) of the Financial Regulation may be carried over only if the commitments could not be made before 31 December of the financial year for reasons not attributable to the authorising officer and if the preparatory stages are sufficiently advanced to make it reasonable to surmise that the commitment will be made by no later than 31 March of the following year, or 31 December for building projects.

Fast-start actions could cover, for example, capacity building for integrating adaptation into development and poverty reduction strategies, as well as the implementation of pilot and urgent adaptation actions as identified in national action plans; capacity building in the area of mitigation, i.e. low-emission development strategies, nationally appropriate mitigation actions, and emissions monitoring, reporting and verification; capacity-building and pilot projects for sector-wide carbon market mechanisms; readiness and pilot projects for reducing emissions from developing country deforestation, and capacity building and pilot projects in technology cooperation.

Considers that the ERDF and the Cohesion Fund can contribute to meeting the targets under Directive 2009/28/EC and the 2030 Framework for Climate and Energy, as well as funding research and innovation in connection with renewable energy generation, while supporting job creation and economic growth; underlines the importance of thematic concentration within cohesion policy, since this should contribute to channelling investment towards the low-carbon economy, including renewable energies, especially in the light of the prominent role of the thematic objective ‘Supporting the shift towards a low-carbon economy in all sectors’; calls on the Member States to increase their efforts and make best use of the funding opportunities existing for this purpose, while underlining the opportunities for local business development and job creation; recalls the common provisions in the ERDF and the Cohesion Fund supporting the eligibility of projects related to energy efficiency and the use of renewable energy sources in private households, public buildings and enterprises, and believes that regional renewable energy market integration, which could be achieved through such funding, would represent an important contribution of cohesion policy in this respect.

Points out, as regards buildings policy, that Parliament is striving to rationalise the allocation of its existing space and to realise cost savings and economies of scale; points out that the KAD extension project currently under way, the cost of which is estimated at about EUR 549.6 million (at 2016 prices), will allow the geographical concentration of Parliament's Administration in Luxembourg, and that all other buildings currently rented in Luxembourg will be gradually vacated, thus enabling substantial savings to be made once the project is completed; draws attention to the fact that the financing of this building project might require the setting up of specialised legal structures (a special-purpose vehicle), as the Financial Regulation prohibits direct borrowing, and that cost savings could be achieved if this project were to be financed directly from the budget or by means of a direct loan, which clearly shows the need for adjustments to be made to the Financial Regulation in order to guarantee more transparent and more direct implementation of future building projects;
