TRADUCTIONS EN CONTEXTE

Whilst recognising the Member States' right to apply these restrictions on labour market access until 31 December 2013 in accordance with the Treaty of Accession, the Commission reiterates the importance of gradually preparing for the full application of EU law on free movement for Bulgarian and Romanian workers.
Tout en reconnaissant le droit des États membres de restreindre l’accès à leur marché du travail de la sorte jusqu’au 31 décembre 2013 en application du traité d’adhésion, la Commission réaffirme qu’il importe de se préparer progressivement à la pleine application de la législation de l’Union sur la libre circulation des travailleurs bulgares et roumains.

Spain opened its labour market to Romanian and Bulgarian workers in 2009, but in August 2011 the Commission authorised Spain to temporarily restrict the free movement of Romanian workers until 31 December 2012 (see IP/11/960 and MEMO/11/554).

These restrictions cannot be continued after the end of 2013 as temporary restrictions on the free movement of Romanian and Bulgarian workers must be lifted in all Member States as from 1 January 2014.

Underlines, against that background, that it may be highly likely that Romanian and Bulgarian workers will come under pressure to ‘adapt’ to this situation by accepting employment conditions that run counter to the principle of equal treatment and their rights enshrined in EU law on free movement of workers and their families; notes that according to the skills structure of mobile Romanian and Bulgarian workers pressure to accept any very low paid and precarious employment will rise;
5. souligne, dans cette optique, que les travailleurs roumains et bulgares subiront très probablement des pressions pour "s'adapter" à cette situation en acceptant des conditions d'emploi et de travail qui sont contraires au principe d'égalité de traitement et aux droits consacrés par la législation de l'Union relative à la libre circulation des travailleurs et de leurs familles; fait observer qu'étant donné le profil de qualification des travailleurs mobiles roumains et bulgares, la pression exercée pour qu'ils acceptent n'importe quel emploi très mal payé ou précaire augmentera;

Estimates also show a positive impact of the free movement of Romanian and Bulgarian workers on the EU's long-term GDP with an increase by about 0.3% for EU-27 (0.4% for eu-15).
Les estimations montrent également l’incidence positive de la libre circulation des travailleurs roumains et bulgares sur le PIB de l’UE à long terme, avec une augmentation d’environ 0,3 % pour l’UE-27 (0,4 % pour l’UE-15).

The truth is that there is no rational reason to maintain the labour barrier for Romanian and Bulgarian workers.
