9. Welcomes the fact that changes were made at the EESC Bureau meeting of 21 February 2012 with regard to confirmation of attendance, and reimbursement for taking part in video conferences , in compliance with the guidance of Parliament (stricter documentary evidence in order to justify entitlement to the allowance referred to in Article 12 of the Decision of the Bureau of the European Economic and Social Committee of 21 February 2012 on the reimbursement of expenses incurred and the allowances received by the Committee members and consultative commission delegates, as well as their respective alternates, and deletion of the point relating to videoconferencing); looks forward to the results of the negotiations between the EESC and the Council with a view to reaching a definitive and satisfactory solution to all these issues, in respect of which the decision depends on the Council;

Notes the statement made by the President of the Committee of the Regions before the committee responsible on 4 November 2003, in which he acknowledged that there had been an 'endemic culture of cronyism in the Committee of the Regions in 2001', and in which he announced his intention to submit an overall proposal for the administrative reform of the Committee of the Regions to its Bureau in February 2004; considers that this proposal should be drawn up with the active help of an independent outside expert, such as a former Member of the Court of Auditors, and welcomes the acting Secretary-General's undertaking to this effect; calls on the Committee of the Regions to forward the text of the proposal to the European Parliament as soon as possible; considers that such a proposal must include guarantees as to the ability of the Internal Auditor to carry out his duties in a professional and independent manner;

Regrets that the Bureau decision of 13 December 2004 changes the content of Article 14(5) and (7) point (d) of the Rules governing the payment of expenses and allowances to Members (as established by the Bureau's decision of 9 February 2004) in such a way that the provisions concerning the contractual and social security obligations of assistants and persons working under service contracts once again show a lack of clarity; calls upon the Bureau to revise the text adopted on 13 December 2004;
59. déplore que la décision du Bureau du 13 décembre 2004 modifie le contenu de l’article 14, paragraphe 5 et paragraphe 7, point d), des règles concernant les frais et indemnités des députés (telles qu’établies par la décision du Bureau du 9 février 2004) de telle manière que les dispositions régissant les obligations contractuelles et en matière de sécurité sociale applicables aux assistants et aux personnes intervenant sous contrat de prestation de services manquent encore de clarté; invite le Bureau à revoir le texte adopté le 13 décembre 2004;

58.
