(203) By taking account of the impact which these two favourable business hypotheses have on the business plan (i.e. the inclusion of the margin from new regular passengers and the failure to take account of all marketing costs for all potential Ryanair passengers), the Commission notes that the level of profit expected by BSCA for 2001-2010, namely EUR 35,6 million accumulated operating result, is reduced, respectively, by EUR 26,9 and EUR 6,6 million, making EUR 33,5 million, in other words, virtually the full amount of expected profit. The accumulated operating result would reach a low point at the end of 2005, with about -EUR 5,4 million accumulated losses to be financed. The accumulated loss would continue until 2009 inclusive and the result would become positive, by EUR 2,1 million, only in 2010.
(203) En retranchant l'effet sur le plan d'affaires de ces deux hypothèses commerciales favorables que sont l'inclusion de la marge provenant de nouveaux passagers réguliers et la non-prise en compte de tous les coûts marketing pour tous les passagers Ryanair potentiels, la Commission constate que le niveau de profit attendu par BSCA sur la période 2001-2010, soit 35,6 millions d'euros de résultat courant cumulé, se trouve réduit respectivement de 26,9 et 6,6 millions d'euros, soit 33,5 millions d'euros, c'est-à-dire la quasi-totalité du profit attendu; le résultat courant cumulé atteindrait un point bas fin 2005 avec environ -5,4 millions d'euros de pertes cumulées à financer; il resterait en perte cumulée jusqu'à l'année 2009 inclus et ne deviendrait positif, de 2,1 millions d'euros, qu'en 2010.

(222) Correction of the hypotheses adopted in the business plan would have the following consequences. It should be noted that this concerns a pro-forma profit and loss account of a private investor (i.e. without any knowledge of possible advantages to be granted by the Walloon Region not formalised by agreements) who is a prudent investor (having used homogeneous hypotheses regarding costs and revenue, derived solely from the contract to be analysed) at the time of signing the contract with Ryanair, but that this will in fact never be BSCA's situation.
(222) En définitive, la correction des hypothèses du plan d'affaires amènerait les conséquences suivantes; il est précisé qu'il s'agit là d'un compte de résultat pro forma qui est celui de l'investisseur privé (n'ayant donc pas connaissances d'avantages à venir de la Région wallonne non officialisés par des conventions) et prudent (ayant donc mis en place des hypothèses homogènes quant aux charges et aux produits et dérivant du contrat à analyser et de lui seul) au moment de la signature du contrat avec Ryanair, mais ne sera jamais, de fait, celui de BSCA.
