Emphasises the need for human rights in Western Sahara and in the Tindouf camps to be addressed, even without anticipating any final political settlement or expressing a view on such a settlement; reiterates, nevertheless, that self-determination is a fundamental human right, as specified by Article 1 of the UN International Covenant on Civil and Political Rights and that territorial integrity is a principle enshrined in international law; recalls, moreover, UN Security Council Resolution 1754(2007), urging the parties to enter into negotiations in good faith, without preconditions, ‘with a
view to achieving a just, lasting ...[+++] and mutually acceptable political solution, which would provide for the self-determination of the people of Western Sahara; echoes this call to Morocco and the Polisario Front to continue negotiations for a peaceful solution to the conflict, reaffirming the rights of the Sahrawi people to self-determination; stresses the opportunity deriving from the political and democratic reforms undertaken in Morocco, while taking note of the stronger obligations necessitated by these reforms to respect and uphold human rights in Western Sahara in particular; fears that the 25-year delay in arranging a referendum, or reaching any other form of mutually acceptable negotiated political settlement, is increasing Sahrawi alienation and the potential for violence, particularly amongst the young; calls on the EU to become more closely involved and to support the United Nations in its efforts to encourage the parties to resume direct negotiations with a view to securing a peaceful and
lasting resolution of the conflict;

des négociations en toute bonne foi, sans co ...[+++]nditions préalables, "en vue de parvenir à une solution politique juste, durable et mutuellement acceptable qui permette l'autodétermination du peuple du Sahara occidental"; exhorte le Maroc et le Front Polisario à poursuivre les négociations en vue d'une solution pacifique au conflit et à réaffirmer le droit du peuple sahraoui à l'autodétermination; souligne la nouvelle perspective découlant des réformes politiques et démocratiques entreprises au Maroc, tout en prenant note des obligations renforcées qu'entraînent ces réformes en ce qui concerne notamment le respect et l'application des droits de l'homme des populations du Sahara occidental; craint que les 25 ans de retard pris dans l'organisation d'un référendum, ou de toute autre forme de règlement politique négocié mutuellement acceptable, n'aggravent la mise à l'écart des Sahraouis ainsi que les risques de violence, en particulier chez les jeunes; appelle l'Union européenne à s'impliquer davantage et à soutenir les Nations unies dans les efforts que celles-ci déploient pour encourager les parties à reprendre les négociations directes en vue d'une résolution pacifique et durable du conflit;
