Your rapporteur considers that the necessary budgetary changes to the European Refugee Fund will provide adequate funding for the new agency in its initial phases drawing funding from the part of the Fund allocated for cooperation between Member States, thus substituting this more ad-hoc cooperation for a stable institution specifically designed to meet the need for ongoing support. The reallocation of funding does not affect national allocations.
Votre rapporteure estime que les modifications budgétaires qui devront être apportées au Fond européen pour les réfugiés permettront de financer la nouvelle agence dans ses phases initiales sur la partie du fond allouée à la coopération entre les États membres, remplaçant ainsi cette coopération plus ponctuelle par une institution stable spécialement conçue pour répondre à un besoin d'assistance permanent. La réaffectation des financements n'a aucune répercussion sur les allocations nationales.

Encourages the Member States and the Community institutions further to simplify procedures with a view to ensuring that funds are allocated in a transparent and efficient manner and delivered swiftly to final beneficiaries; in this context also suggests that the concept of single contact points be fully exploited and that control procedures on the use of funds be strengthened; also encourages Member States to comply with the European Transparency Initiative and the responsibility of the managing authority for organising the publication, electronically or otherwise, of the list of beneficiaries, the names of the operations and the amount of public funding allocated to operations, as laid down in Article 7(2)(d) of Commission Regulation (EC) No 1828/2006 , which implements Council Regulation (EC) No 1083/2006;

Can the Commission indicate which new Member States are making effective use of the funds allocated to environmental protection and which are having less success in doing so? Can the Commission also comment on why such differences exist?
