Welcomes the peaceful conduct of the presidential elections on 5 January 2008 and regards this as another step forward on the road towards the further democratisation of Georgian society and the building and consolidating of democratic institutions in Georgia; expects the newly elected president to take the necessary steps for constructive dialogue with the opposition to this end; nevertheless, expresses its concern regarding the overall conduct of the election campaign, which took place in a highly polarised environment marked by a lack of trust and pervasive allegations of violations and by the deliberate overlapping of the former president's state activities with his electoral campaign which contributed to an inequitable campaign environment; calls on the Georgia authorities to address adequately and urgently all the complaints about the electoral process; urges the Georgian authorities to take due account of the remarks of the international observers with a view to resolving all the problems pointed out, and to prepare adequately and thoroughly for the upcoming general elections; calls on the opposition forces to act responsibly, respecting the election results, and to engage constructively in the political debate in the Georgian democratic institutions;

In line with the recommendations of the Office for Democratic Institutions and Human Rights, depoliticise the election administration, improve its functioning, in particular regarding announcement of results, codify election legislation, establish rules for media coverage of campaigns and introduce rules guaranteeing transparency for the allocation of seats in line with European standards; set up a transparent framework for campaign financing.
Conformément aux recommandations du Bureau des institutions démocratiques et des droits de l’homme, dépolitiser l’administration électorale, améliorer son fonctionnement, notamment en ce qui concerne l’annonce des résultats, codifier la législation électorale, établir des règles pour la couverture des campagnes électorales par les médias et introduire des règles garantissant la transparence de l’octroi de sièges, conformément aux normes européennes; instaurer un cadre transparent pour le financement des campagnes électorales.

It is therefore vital that the Egyptian authorities condemn all these expressions of violence and ensure the protection of its citizens. It must implement real measures, especially on behalf of women, minors and prisoners. It must guarantee an independent system of justice with investigations and inspections and renounce any legislation which restricts freedom of expression and association. It must not enforce a state of emergency whenever it wishes to restrain democratic freedoms and the activities of all these human rights campaigners.
Il est donc urgent que les autorités égyptiennes condamnent toutes ces violences, veillent à la protection des citoyens en mettant en place de réelles mesures, notamment pour les femmes, les mineurs et les détenus, garantissent une justice indépendante, avec des enquêtes et des inspections, renoncent à toute législation restrictive de la liberté d'expression et d'association, et ne recourent plus à l'état d'urgence pour restreindre les libertés démocratiques et les activités de tous ces militants des droits de l'homme.

His family hopes that he is alive and we must continue to draw attention to the fate of this famous civil rights campaigner, who for a time was the Foreign Minister of the democratic government in Kosovo.
