From 1980-1989, Canada helped over 40 countries with varying religious, ideological, cultural and political traditions work together to produce the Convention.[83] At the first meeting of the Working Group in February 1979, Canada proposed that the preamble to the Convention include the first preambular paragraphs of both the International Covenant on Civil and Political Rights,[84] and the International Covenant on Economic, Social and Cultural Rights.[85] This proposal was accepted and paved the way for Canada ’s continuing involvement in the negotiations.[86] Like its Western allies, Canada was initially concerned that the Convention did not sufficiently address children’s civil and political rights.[87] However, Canada ’s proposal to include references to both civil and political rights, as well as economic, social and cultural rights can be regarded as mitigating the tension between the Eastern and Western blocs.
