Question No. 531 Ms. Anne Minh-Thu Quach: With regard to Health Canada, Sandoz Canada and the most recent drug shortage: (a) what were the latest inspection reports by Health Canada regarding Sandoz Canada and its Boucherville plant in particular; (b) although the U.S. Food and Drug Administration (FDA) required Sandoz to improve several production lines at its Boucherville plant, did Health Canada consider this plant to be sufficiently safe; (c) what correspondence did Health Canada and the FDA exchange regarding Sandoz or injection drugs between April 1, 2011, and March 12, 2012; (d) did Health Canada receive a notice from the FDA or Sandoz following the FDA’s visit to Sandoz in August of 2011; (e) did Health Canada receive a copy of the letter from the FDA to Sandoz Canada on November 18, 2011; and (f) if so, when did Health Canada receive this letter?

Welcomes the reinforcement of appropriations for the Neighbourhood Instrument, as proposed in Amending Letter n°1/2012, as in line with its support to a clear and consistent EU response to recent political and social developments in Southern Mediterranean and the added value to the external dimension of the EU's home affairs policies and macro-regional strategies; reiterates nevertheless very clearly that such a financial assistance can in no way be detrimental to existing priorities;

Recalls its decision to place 30% of appropriations, totalling over EUR 500 million, in reserve on nearly 40 budget lines on which Parliament has had significant concerns about the quality and level of budget implementation on the basis of a thorough examination of the available information sources; welcomes the constructive response of the Commission to the requirements set out by Parliament for the release of these reserves in its budgetary amendments; further to the response from the Commission annexed to its traditional early-November letter of executability, decides to maintain over EUR 8 900 000 in reserve on 2 budget lines; resolves to continue to monitor closely the quality and level of implementation of spending on these lines during the course of 2007 in line with a declaration on better value for money;

8. Welcomes the fact that the Council has accepted the Letter of Amendment No 2 and has decided to restore PDB for all the agricultural budget lines that have not been modified by the Commission in its Letter of Amendment;

On Clause 29 Stan Keyes moved, - That Clause 29 be amended (a) by replacing line 31 on page 20 with the following: " 29 (1) Subject to its letters patent, to any other Act and to any" (b) by replacing lines 1 to 4 on page 21 with the following: " (2) A railway referred to in paragraph (1)(a) is not subject to Part III of the Canada Transportation Act but the Governor in Council may make regulations applying any provision of the Railway Safety Act and any regulations made under that Act to such a railway (3) Subject to its letters patent, to any other Act, to any regulations made under any other Act and to any agreement with the Government of Canada that provides otherwise, a port authority that operates an airport shall do so at its own expense" .
Article 29 Stan Keyes propose, - Que l’article 29 soit modifié : a) par substitution, à la ligne 31, page 20, de ce qui suit : « 29 (1) Sous réserve de ses lettres patentes, des autres lois fédérales » b) par substitution, aux lignes 1 et 2, page 21, de ce qui suit : « (2) Le gouverneur en conseil peut, par règlement, rendre applicable toute disposition de la Loi sur la sécurité ferroviaire et de ses règlements d’application à un chemin de fer visé à l’alinéa » c) par adjonction, après la ligne 5, page 21, de ce qui suit : « (3) Sous réserve de ses lettres patentes, des autres lois fédérales et de leurs règlements d’application ou d’une entente contraire avec le gouvernement du Canada, l’administration portuaire qui exploite un aéroport doit le faire à ses frais».
