Whereas the U.S. government, which is generally disinclined to provide government assistance to the private sector, has provided substantial support to its airline industry; whereas Canadian airlines have been substantially affected by the tragic events in New York and Washington; whereas air transportation in Canada is essential to the population — in remote regions in particular — and to our businesses; and whereas the over 50 per cent reduction in the activities of Canada's airlines is jeopardizing financial stability throughout our economy; therefore, I invite my colleagues in the Senate and in the government to provide assistance similar to the assistance provided by the U.S. government to its industry, both to preserve a Canadian infrastructure and to reassure the public in general and the workers in this industry in particular.

The proposal follows a Canadian government initiative and is aimed at restructuring the Canadian airline industry in order to improve its long-term financial strength and effectiveness.
Le projet fait suite à une initiative du gouvernement canadien et vise à restructurer les compagnies aériennes canadiennes afin d'accroître, à long terme, leur puissance financière et leur efficacité.

Relative to the crisis the government found itself in this summer on the airline industry and Canadian Airlines, I would suggest to the minister a more forward thinking and visionary approach over the past several years in restructuring the Canadian airlines industry in advance of this kind of crisis would have prevented this evolution of events.

Je dis au ministre que s'il avait adopté une démarche plus proactive et visionnaire au cours des dernières années eu égard à la restructuration de l'industrie du transport aérien au Canada, avant l'avènement de ce genre de crise, il aurait pu éviter cette évolution des événements.

Instead of this crisis management, knee-jerk reaction that the government is taking now, we could have actually provided a framework to the airline industry to allow restructuring to occur as opposed to having the airline industry and entities within the airlines industry, in this case Canadian and Air Canada, actually having to come up with proposals.
Au lieu de recourir à ce mode de gestion ponctuelle et réactive que le gouvernement privilégie aujourd'hui, nous aurions pu mettre en place un plan d'action qui aurait permis à l'industrie du transport aérien de se restructurer, au lieu d'obliger cette industrie et d'autres entités, comme c'est le cas aujourd'hui notamment pour Canadian Airlines et Air Canada, à nous proposer des solutions.

In closing I would like to say that members on all sides of the House are very much in favour of ensuring that whatever comes out of the Air Canada-Canadian Airlines trade war, which is what it is, we will be left at the end of the day with a strong airline industry which will be profitable and able to continue to take on competition and win in the aggressive airline transportation industry.
En guise de conclusion, je voudrais dire que tous les députés tiennent tous, quelle que soit l'issue de la guerre commerciale que se livrent Air Canada et Canadien international, car il s'agit bien d'une guerre, à ce que le Canada ait une industrie aérienne forte qui sera rentable et qui pourra continuer de soutenir la concurrence dans un secteur des transports aériens dynamique.
