Three institution-building projects are ongoing: the provision of technical assistance to the Judicial Training Centre, in order to improve the effectiveness of the judiciary and the training of judicial officials; technical assistance support to the Institute of Public Administration, in order to design an overall action plan for preparing a new Civil Service legislation; and technical assistance to the Union of Municipalities (EUR180,000), in order to create a professionally managed and operational association able to strengthen the local government system.

A few challenges nevertheless remain, including putting together stable parliamentary majorities, strengthening the links between the three levels of government (Federal, State and municipal), fighting corruption and the unlawful use of public resources, improving the functioning of the judiciary system and the public administration, implementing the legislation in the field of human rights and combating violence, which is frequently associated with drug trafficking and social exclusion.
