Stresses that, in contrast to its approach to the electricity and fuel sectors, the European Union has no systematic approach towards supporting renewable energies in the heating and cooling sector, even though dependence on gas and oil imports is particularly high in this sector and the costs associated with increasing the share of renewable energies are comparatively low; therefore, calls for an EU-wide strategy aimed at making renewable heating and cooling units competitive by increasing production; observes, in this regard, that bureaucratic regulations at EU level imposed on house owners and builders are not the appropriate way to achieve this, but rather a directive that sets realistic but ambitious targets and coordinates the Member States' actions on the basis of temporary limited incentives for market access;

I would like to say on behalf of my group that the repeated violations of human rights, non-compliance with the latest United Nations resolutions on the part of the Israeli Government and, above all, Ariel Sharon’s insistence on renewing executions outside the framework of international law, will leave us with no other option than to reiterate the positions adopted by this House in its Resolution of 10 April 2002 and to call on the Commission and the Council to strictly apply the second article of our Association Agreement.
Je voudrais dire, au nom de mon groupe, que les violations répétées des droits de l’homme, le non-respect des dernières résolutions des Nations unies de la part du gouvernement israélien, et surtout, l’obstination d’Ariel Sharon à avoir recours à des exécutions en dehors du cadre du droit international, ne nous laissent pas d’autre choix que de répéter les avis adoptés par la présente Assemblée dans sa résolution du 10 avril 2002 et de demander instamment à la Commission et au Conseil d’appliquer strictement l’article 2 de notre accord d’association.
