Diana Wallis (MEP), Alistair Macdonald (Head of Unit at the European Commission's External Relations DG) and Tauno Pesola (Chairman of the CBSS Committee of Senior Official) are just three of the participants that are due to attend the European Economic and Social Committee's Second Northern Dimension Forum that is due to take place at the EESC's headquarters in Brussels on March 19 .

Against this background, the Committee of the Regions calls for the holding, on a regular basis, of forums bringing together representatives of local and regional authorities in the Northern Dimension area and the setting up a consultative body, preferably in a existing organisation or instrument, bringing together the horizontal and vertical levels, that is national governments, the Council of Baltic States (CBSS), local and regional authorities, their organisations and trans-Baltic organisations, such as Baltic Sea States Sub-Regional Cooperation (BSSSC), and local and regional representatives from Russia in order to cover the whole Northern Dimension area.
Le Comité des régions demande à cet égard "la réunion de forums à intervalles réguliers rassemblant les collectivités territoriales des zones concernées" ainsi que la mise en place d'un organe consultatif, "de préférence au sein d'une organisation ou d'un instrument déjà existant" rassemblant les deux niveaux horizontal et vertical, c'est-à-dire les gouvernements nationaux, le Conseil des États de la mer Baltique (CBSS) et les collectivités territoriales, leurs organisations et les organisations interbaltes telles que la Coopération subrégionale des États de la mer Baltique (BSSSC), et les représentants locaux et régionaux russes "afin de couvrir l'ensemble de la zone de la dimension septentrionale".
