– (IT) Mr President, ladies and gentlemen, in this debate on the first reading of the budget for the financial year 2003, I do not wish to focus on the technical aspects. Indeed, I have taken the floor on several occasions in recent months to condemn what I consider to be the shortcomings and historic inconsistencies of the Community budget such as the RALs or the financing of internal policies and external actions, and also to draw your attention to the specific problems which have only come to light in recent months such as, for example, the ceiling for the administrative expenditure heading, which is too low, and, more generally, the inadequacy of the Financial Perspective agreed in Berlin in 1999.
- (IT) Monsieur le Président, chers collègues, dans ce débat de première lecture du budget pour l'exercice financier 2003, je ne me concentrerai pas sur les aspects techniques ; à plusieurs reprises, en effet, j'ai pris la parole ces derniers mois pour dénoncer ce qui, selon moi, constitue les limites et les incongruités historiques du budget communautaire, comme les RAL ou le financement des politiques internes et des actions extérieures, mais aussi pour porter à votre attention les problèmes particuliers qui n'apparaissent à la lumière que ces derniers mois, comme par exemple le plafond trop bas de la rubrique relative aux dépenses administratives et, plus généralement, l'inadéquation des perspectives financières établies à Berlin en 1999.
