Accordingly, infrastructure policies are crucial: strong fixed and mobile communication networks are prerequisite in order to grasp the full potential of the cloud and consequently the rapporteur regrets that the Connecting Europe Facilities communication and more specifically the proposed regulation on Guidelines for Trans European Telecommunications Networks, which are welcome steps that have the capacity of boosting much needed investment into broadband networks in Europe, will not be able to perform adequately if they are not provided with proper financial resources.

Points out the need for greater regional integration and enhanced intra-regional cooperation, especially in the areas of human capital, telecommunications and power; encourages Western Balkan states to intensify their trade and economic relations with a view to establishing a regional labour market; stresses the vital role that regional organisations, and in particular the Regional Cooperation Council, and regional cooperation initiatives, in particular the Central European Free Trade Agreement (CEFTA), can play in facilitating economic and trade cooperation in the region; calls on the Commission to continue to support their activities; underlines the need to enhance bilateral and regional cooperation in the region in order to ensure self-sustaining progress; takes the view that the development and strengthening of the regional markets can help to prepare the Western Balkans countries better by counterbalancing the effects of the opening of their markets to the European one;

Local authorities can receive assistance thanks to the new JESSICA initiative (Joint European Support for Sustainable Investment in City Areas) which is a framework for enhanced cooperation between the Commission and the European Investment Bank, the Central European Bank and other International Financial Institutions on financial engineering for sustainable urban development.

These investments will ensure energy security for a significant portion of the Member States, guaranteeing cheaper gas and upholding environmental protection principles, as opposed to the planned investment in the Northern European pipeline which is environmentally dubious; initial estimates of its cost are five times greater and it does not guarantee energy security for Central European and the Baltic States.

‘In the case of projects of common interest identified in Annex I to Decision No 1336/97/EC of the European Parliament and of the Council of 17 June 1997 on a series of guidelines for trans-European telecommunications networks (5), the total amount of Community aid granted under this Regulation may reach 30 % of the total investment cost.

(8) Whereas in order to create a favourable climate for investment and deployment of UMTS and to allow the development of Community-wide as well as pan-European and global services with the widest possible territorial coverage, early and specific action at Community level is necessary; whereas Member States should allow the rapid and coordinated introduction of compatible UMTS networks and services in the Community on the basis of internal market principles and pursuant to European standards for UMTS approved or developed by the European Telecommunications Standards Institute (ETSI), where available, including in particular a common, open and internationally competitive air-interface standard; whereas diverging national laws, regulations and administrative action would hinder or prevent the provision of Community-wide and global UMTS services and the free movement of related equipment;
(8) considérant que, pour créer un climat favorable à l'investissement et au déploiement de l'UMTS et pour permettre le développement de services non seulement communautaires mais aussi paneuropéens et mondiaux couvrant un territoire aussi vaste que possible, des mesures rapides et spécifiques doivent être prises au niveau communautaire; que les États membres doivent permettre l'introduction rapide et coordonnée dans la Commission de réseaux et de services UMTS compatibles sur la base des principes du marché intérieur et conformément aux normes européennes relatives à l'UMTS approuvées ou élaborées par l'Institut européen de normalisation des télécommunications (ETSI), lorsque celles-ci existent, y compris notamment une norme d'interface radio commune, ouverte et concurrentielle au plan international; que l'existence de divergences entre les dispositions législatives ou réglementaires nationales, ou entre les mesures administratives nationales, entraverait ou empêcherait la fourniture de services UMTS communautaires et mondiaux et la libre circulation des équipements qui leur seraient associés;
