Whereas application of the scheme described above entails expenditure by the organization or association whose rules have been so extended; whereas it is therefore appropriate to oblige non-member producers to contribute towards these costs; whereas it also seems desirable to oblige these producers to contribute towards the cost of certain measures undertaken by the organization or the association in question; whereas compensation should also be granted to these producers for products which, while complying with quality standards, cannot be marketed or which have been withdrawn from the market;
