Welcomes the adoption at the Kampala Review Conference of amendments to the Rome Statute related to the crime of aggression and certain war crimes, and calls on all Member States promptly to ratify these substantive amendments and to implement them as part of their domestic penal systems; in this context, calls on the Council and the Commission to use their international authority in the interests of securing and strengthening the universality of the Rome Statute for an internationally agreed definition of acts of aggression in breach of international law; welcomes the EU's pledges, in particular on the fight against impunity as a core value to be shared with our partners when entering into agreements, and calls for their consistent implementation;

Calls on the Member States to prioritise the inclusion as a war crime within the jurisdiction of the court of the use of certain weapons in the context of an armed conflict not of an international character, in accordance with the Belgian proposal for amendments to Article 8 of the Rome Statute, submitted to the 8th session of the Assembly of States Parties and extending criminalisation of the use of poison, poisoned weapons, asphyxiating, poisonous or other gases and all analogous liquids, materials or devices, as well as the use of bullets that expand or flatten in the body, to armed conflicts not of an international character;
15. demande aux États membres de s'attacher en priorité à inclure dans la juridiction de la Cour, en tant que crime de guerre, l'utilisation de certaines armes dans le cadre d'un conflit armé à caractère international ou non, conformément aux amendements proposés par la Belgique à l'article 8 du Statut de Rome et soumis lors de la 8 session de l'Assemblée des États parties et étendant la criminalisation de l'usage de poisons, d'armes empoisonnées, de gaz asphyxiants, toxiques ou similaires, ainsi que tous liquides, matières ou procédés analogues, de même que l'utilisation de balles qui s'épanouissent ou s'aplatissent dans le corps humain, aux conflits armés à caractère international ou non;

Firmly believes that the ICC States Parties and Signatory States are obliged under international law not to defeat the object and purpose of the Rome Statute, under which, according to its Preamble, "the most serious crimes of concern to the international community as a whole must not go unpunished" and that States Parties are obliged to cooperate fully with the Court, in accordance with Article 86 of the Rome Statute, thus preventing them from entering into immunity agreements which remove certain citizens from the States" or the International Criminal Court's jurisdictions, undermining the full effectiveness of the ICC and jeopardising its role as a complementary jurisdiction to the State jurisdictions and a building block in collective global security;
3. croit fermement que les États parties à la CPI et les États signataires ont, selon le droit international, l'obligation de ne pas contrarier l'objectif du statut de Rome selon lequel, conformément au préambule dudit statut, "les crimes les plus graves qui préoccupent la communauté internationale dans son ensemble ne doivent pas rester impunis" et que les États parties doivent coopérer pleinement avec la Cour en vertu de l'article 86 du statut de Rome, les empêchant ainsi de souscrire des accords d'immunité qui permettent à certains citoyens d'échapper à la juridiction des États ou de la Cour pénale internationale, de porter atteinte à l'efficacité de la CPI et de nuire à son rôle de juridiction complétant la juridiction des États et de pièce maîtresse de la sécurité collective globale;
