These present guidelines have been drawn up in the framework of the "Contact Committee" set up by Article 23 of the Directive, to clarify certain definitions so as to avoid differences of interpretation which could lead to the Directive being implemented in different ways, and so as to render transparent to all interested parties the manner in which the provisions in question are applied.
