The cutbacks in the Tacis CBC budget from EUR 30 million in 1998 to EUR 20 million in 1999 relates to a cut in the overall Tacis budget, as well as to the need to address an exceptional situation in the Caucasus after the Russian crisis in 1998 and a contribution to the Chernobyl Shelter Fund.

This Regulation replaces Council Regulation (EC, Euratom) No 99/2000 of 29 December 1999 concerning the provision of assistance to the partner States in Eastern Europe and Central Asia , Council Decision 98/381/EC, Euratom of 5 June 1998 concerning the Community contribution to the European Bank for Reconstruction and Development for the Chernobyl Shelter Fund , and Council Decision 2001/824/EC, Euratom of 16 November 2001 on a further contribution of the European Community to the European Bank for Reconstruction and Development for the Chernobyl Shelter Fund .

The Chernobyl Shelter Fund is managed by the European Bank for Reconstruction and Development and was established in 1997 to fund the Shelter Implementation Plan (SIP).

(1) The Community, in pursuance of a clear policy of supporting Ukraine in its efforts to eliminate the consequences of the nuclear accident which occurred on 26 April 1986 at the Chernobyl Nuclear Power Plant, has already contributed to the Chernobyl Shelter Fund, established at the European Bank for Reconstruction and Development (EBRD) EUR 90,5 million over the years 1999-2000, in accordance with Council Decision 98/381/EC, Euratom(3).
(1) La Communauté, qui poursuit une politique visant clairement à soutenir l'Ukraine dans ses efforts pour effacer les conséquences de l'accident nucléaire survenu le 26 avril 1986 à la centrale nucléaire de Tchernobyl, a déjà contribué au Fonds pour la réalisation d'un massif de protection à Tchernobyl créé auprès de la Banque européenne pour la reconstruction et le développement (BERD) en accordant 90,5 millions d'euros au cours des années 1999-2000, conformément à la décision 98/381/CE, Euratom du Conseil(3).

This Shelter Implementation Plan (SIP) is now being implemented under a special fund, the Chernobyl Shelter Fund, managed by the EBRD, and to which Tacis has contributed EUR 90.4 M ($100 M) over 1998-1999.

Whereas the Community pursues a clear policy of supporting Ukraine in its efforts to eliminate the consequences of the nuclear accident which occurred on 26 April 1986 at the Chernobyl Nuclear Power Plant and is thus willing to contribute to the Chernobyl Shelter Fund; whereas the Community assumes through its contribution no liability whatsoever for any resulting damage;

1. The Community shall contribute to the Chernobyl Shelter Fund at the European Bank for Reconstruction and Development (EBRD), in accordance with the rules of this Fund, an amount of up to ECU 100 million to be paid over the two years 1998 and 1999.
