In response to d) The work that CIC does concerning marriages of convenience focuses primarily on preventing people involved in marriage fraud from getting to Canada. This pro-active approach, rather than a re-active one, protects Canadian citizens and permanent residents from becoming victims by taking steps to deny permanent resident visas to foreign nationals who enter into marriages of convenience.

To do so, my three recommendations are the following: If CIC does not change its approach to clearing the backlog, the concerned article in Bill C-31, Division 20 of Part 6, has to be amended in order to minimize the damage for all participants; there should be engagement in a collaborative process with facilitators to eliminate the current backlog of applications, following the global process described in my submission; and the initiation of a two or three-day structured discussion with different provincial economic organizations and also international immigration organizations on the future of the federal IIP, including considerations such as the desired trade-off between residence privileges and investment levels, the desired clienteles for Canada, the available options of investment type and their associated economic impact, and the need for retention, integration, and other social measures.
Pour ce faire, je propose les trois recommandations suivantes : si CIC décide de ne pas modifier son approche pour l'élimination des retards de traitement, la disposition connexe du projet de loi C-31, section 20 de la partie 6, doit être modifiée de manière à réduire au minimum les dommages pour les participants; il faudra établir un processus de collaboration avec les facilitateurs afin d'éliminer les retards de traitement des demandes, à la suite du processus global décrit dans mon mémoire; de même que mener une discussion structurée de deux ou trois jours avec diverses organisations économiques provinciales et des organismes d'immigration internationaux, sur l'avenir du PII fédéral, y compris sur des considérations telles que le compromis souhaité entre les privilèges de résidence et les niveaux d'investissement, la clientèle souhaitée pour le Canada, les options relatives au type d'investissement et leurs répercussions économiques connexes, et les besoins en matière de mesures de rétention et d'intégration et de mesures sociales.
