TRADUCTIONS EN CONTEXTE

European level programmes to support trans-regional cooperation (e.g. FP7 Regions of Knowledge, CIP funded cluster initiatives and Enterprise Europe Network, and operations co-financed under the European Territorial Cooperation programmes) should be consolidated to better assist regions and increase impacts on regional development.

Under this objective, Europe adopted its largest ever budget for ICT research and innovation, more than €10 billion for ICT under FP7 and the CIP [8] from 2007 to 2013 to help generate the next wave of economic growth and drive the transition to a low-carbon society.

Calls for SMEs and entrepreneurs to be placed at the heart of the Europe 2020 strategy; demands, accordingly, enhanced support in the next MFF for all programmes and instruments aimed at fostering SMEs, in particular the Competitiveness and Innovation Programme (CIP) and the Small Business Act, as well as through the use of the Structural Funds; proposes a better bundling of Community instruments and funds for SMEs in the EU budget; stresses, further, the need for greater accessibility to and adaptation of financing instruments to the needs of SMEs, inter alia through a stronger emphasis on microfinance and mezzanine financial instruments, the extension and expansion of the CIP's guarantee instruments and the RSFF under the Research Framework Programme;

A few examples suffice to show the breadth of achievements: a new regulatory framework for audiovisual media services is in place; proposals to reform the regulation of electronic communications have been launched; [3] regulation to create a single market for mobile phone use across borders is in operation; initiatives to boost online content in Europe are under discussion; [4] major new RD and innovation funding initiatives are up and running (the Seventh Research Framework and the ICT Policy Support Programme under the Competitiveness and Innovation Programme — CIP); ground-breaking public private partnerships (Joint Technology Initiatives) have just been launched; and new eInclusion initiatives are on track.[5]
