Finally, Bill C-24 adds new section 5.1(6) to the Act to address the circumstances of a person adopted before 1 April 1949 whose one adoptive parent was a citizen by descent (or would become a citizen by descent on 1 January 1947) and the other was not yet a citizen, but would become a citizen – other than by descent – on 1 April 1949 by virtue of Newfoundland and Labrador joining Canada (clause 4(11)).

In other words, a person adopted from abroad by a Canadian citizen is not entitled to become a Canadian citizen under section 5.1 if, at the time of the adoption, one of the adoptive parents was a Canadian citizen, and that parent was a citizen by descent under any of the existing or new classes of citizenship, or both of the adoptive parents were citizens by descent under any of those classes.

This Act was adopted at the same time as the EU Citizenship Report 2010: Dismantling the obstacles to EU citizens’ rights, which focuses on eliminating obstacles encountered by the citizens when they travel, study, get married, retire, buy or inherit property or vote in another Member State. The Single Market Act and the Citizenship Report complement each other, being intended to overcome the continuing fragmentation of the European Union in areas of direct interest to citizens, in order to create a people’s Europe and an efficient Single Market to meet the needs and expectations of citizens and businesses.

Our task is now to extend the Union’s attention and action to a large number of other aspects of higher education, most importantly encouraging the dissemination of the good practices of some countries in all the other countries of the Union, promoting the right of all the citizens to study irrespective of their financial situation, and this can be achieved by expanding public higher education, which is the only form of education which attracts investments that are not subject to the mindset of quick profits and which is therefore able to guarantee all the citizens access to higher education, which is necessary for the renewal of the ruling classes.
