Calls on the Commission, in negotiations on EU trade agreements, including those with Canada and Ukraine, to take account of the interests of EU citizens, to maintain openness and to inform Parliament regularly about the progress of the negotiations; regrets that the Commission has not yet informed Parliament about the negotiations for a free trade agreement between the EU and Canada, even though these negotiations commenced in October 2009; calls on the Commission to provide Parliament and the committees responsible with detailed information on each further round of negotiations; is also concerned at possible concessions by the Commission in the negotiations, particularly in the areas of the opening up of markets, GMOs, milk, protection of intellectual property and origin labelling, and calls on the Commission not to make any concessions that might have a negative impact on European agriculture;

The Council of Europe when speaking about national minorities in its documents refers to ‘a group of persons in a state who reside on the territory of that state and are citizens thereof, maintain longstanding, firm and lasting ties with that state, display distinctive ethnic, cultural, religious or linguistic characteristics, are sufficiently representative, although smaller in number than the rest of the population of that state or of a region of that state, are motivated by a concern to preserve together that which constitutes their common identity, including their culture, their traditions, their religion or their language’.

Confirms its commitment to achieving without undue delay a constitutional settlement which strengthens parliamentary democracy, transparency and the rule of law, anchors fundamental rights, develops citizenship, and enhances the capacity of the enlarged Union to act effectively at home and abroad; fears that without such a constitutional settlement it will not be possible for the Union to expect the support of its citizens, to maintain the momentum of integration and to become a credible partner in world affairs; recalls its endorsement of the Treaty establishing a Constitution for Europe as achieving these objectives; calls also on the European Council of June 2006 solemnly to declare the same commitment to a constitutional settlement on the future of Europe;

It has encouraged the Union's institutions to maintain and foster open, transparent and regular dialogue with organised civil society, thus promoting citizens' participation in public life and in decision-making, while emphasising the essential values that are shared by the citizens of Europe.
