In the framework of the European Year of Citizens 2013 and in accordance with Article 25 of the Treaty on the Functioning of the European Union (TFEU), the present report covers major developments in the field of EU citizenship between 1 January 2011 and 31 March 2013.

Title II of the Treaty on European Union (TEU) gives EU Citizenship greater prominence by integrating it in the provisions on democratic principles (Article 9 TEU) and creates a stronger link between citizenship and democracy (Articles 10 and 11 TEU).
