This Regulation should only apply to Member States in which an airport with more than 50 000 civil aircraft movements per calendar year is located and when the introduction of noise-related operating restrictions is being considered at such an airport.

The goal of the Delegated Regulation is to update basic Regulation 1233/2011 with the new OECD Arrangements on a modification to the premia system of the OECD Arrangement, the 2011 Sector Understanding on Export Credits for Civil Aircraft, and the Sector Understanding on Export Credits for Renewable Energies, Climate Change Mitigation and Water Projects.

(13) In order to reflect the continuous technological progress in engine and airframe technologies and the methods used to map noise contours, the power to adopt acts in accordance with Article 290 of the Treaty on the Functioning of the European Union should be delegated to the Commission with respect to regularly updating the noise standards for aircraft referred to in this Regulation and the reference to the associated certification methods; amending the definitions of marginally compliant aircraft and of civil aircraft accordingly, and updating the reference to the method to computing noise contours method and technical report relating to the assessment of the noise situation at an airport .
(13) Pour rendre compte de l’évolution permanente des technologies relatives aux moteurs et cellules d’aéronefs, ainsi que des méthodes utilisées pour établir des courbes isopsophiques, il convient de déléguer à la Commission la compétence pour l’adoption d’actes conformément à l’article 290 du traité sur le fonctionnement de l’Union européenne en ce qui concerne l’actualisation régulière des normes sonores des aéronefs visés dans le présent règlement et la référence aux méthodes de certification connexes ainsi que, par conséquent, la modification des définitions des aéronefs présentant une faible marge de conformité et des aéronefs civils et la mise à jour de la référence à la méthode de calcul des courbes isopsophiques de la méthode et du rapport technique concernant l'évaluation des nuisances sonores sur un aéroport .
