Calls on the Commission, in line with previous commitments and following repeated requests from Parliament, to pursue existing plans to issue a proposal – adopting an all-encompassing approach – for a regulation on the mutual recognition of the effects of all civil status documents in the EU, in order to eliminate discriminatory legal and administrative barriers for both male and female citizens and their families who wish to exercise their right to free movement, and to allow EU citizens and residents and their families to retain throughout the Union existing rights attached to civil statuses already legally recognised in several European jurisdictions;
43. invite la Commission, conformément aux engagements pris auparavant et à la suite de demandes répétées de la part du Parlement, à présenter une proposition de règlement sur la reconnaissance mutuelle des effets des actes d'état civil dans l'Union européenne – fondée sur une approche globale –, afin de supprimer les obstacles juridiques et administratifs discriminatoires pour les citoyennes et les citoyens et leurs familles qui souhaitent exercer leur droit à la liberté de circulation, et de permettre aux citoyens et résidents de l'Union ainsi qu'à leurs familles de bénéficier dans toute l'Union des droits attachés à leur état civil qui sont déjà reconnus juridiquement par plusieurs juridictions européennes;

Welcomes the fact that a growing number of Member States are respecting the right to found a family through marriage, civil partnership or registered cohabitation and adoption, without discrimination on grounds of sexual orientation, and calls on the remaining Member States to do the same; welcomes the recent judgment by the European Court of Human Rights in the case of Vallianatos and others v. Greece affirming that same-sex couples must be able to enter into civil unions; calls on the Commission and all Member States to propose and adopt legislation and policies to combat homophobia, transphobia and hate crimes, and welcomes the publication of Opinion No 2/2013 of the FRA on the Framework Decision on Racism and Xenophobia – with special attention to the rights of victims of crime; calls on the Commission and all Member States to enforce the directive on freedom of movement without discrimination on grounds of sexual orientation; reiterates its call for the Commission to propose an ambitious regulation on the mutual recognition of the legal effects of civil status documents;
31. se félicite du nombre croissant d'États membres qui assurent le respect du droit à fonder une famille par le mariage, le partenariat civil ou la cohabitation enregistrée et l'adoption, sans discrimination basée sur l'orientation sexuelle, et demande aux autres États membres de prendre des mesures semblables; se félicite de l'arrêt récent rendu par la Cour européenne des droits de l'homme dans l'affaire Vallianatos et autres c. In order to avoid situations where citizens encounter problems, for example, related to civil status records, the EU should assess the need for further action, such as rules on family names to complement existing proposals to facilitate the acceptance of those public documents which are of particular practical relevance when citizens or businesses make use of their free movement rights.
