Work continued on the establishment of a comprehensive European health and environment information system, constituting an important contribution to the European Environment and Health Action Plan 2004-2010 [17] and a mid-term review foreseen in 2007 on the implementation of the conclusions of the 2004 Budapest Ministerial Conference on Environment and Health.

In order to prepare for the unfortunate event of an accident, outbreak or deliberate use of CBRN, calls on the Commission to establish reporting mechanisms to provide a link between the work of the EU Civil Protection Mechanism and other EU early-warning systems in the relevant areas of health, the environment, food production and animal welfare; calls also on the Commission to establish mechanisms for exchanges of information and analyses with international bodies such as the World Health Organisation, the World Meteorological Organisation and the Food and Agriculture Organisation;

If, on the basis of available scientific and technical information, the Commission has reasons to believe that the use of the specific feed may not meet the particular intended nutritional purpose or may have adverse effects on animal health, human health, the environment and animal welfare, the Commission shall forward a request for a assessment together with the dossier to the European Food Safety Authority (‘the Authority’) within three months.

If, on the basis of available scientific and technical information, the committee defined in Article 29 has reasons to believe that the use of the specific feed may not meet the particular intended nutritional purpose or may have adverse effects on animal health, human health, the environment and animal welfare, the Commission shall, in accordance with the procedure laid down in Article 29(3), forward a request for a assessment together with the dossier to the European Food Safety Authority (‘the Authority’) within three months.

For good reason, the Commission concentrated on its own agenda and its main desire was to secure results in the areas in which it had set its priorities: improving the health and environment information chain, integrating and stepping up European research in that area and cooperating with specialist international organisations such as the WHO.
