When a police officer appears before a Justice of the Peace and tells that justice that such and such a person has committed a crime, that his reasons for so believing are such and such, and that he is prepared to swear to the information, the Justice of the Peace then issues a warrant for the arrest of that person.
Lorsqu'un policier se présente devant un juge de paix pour lui dire que telle personne a commis un acte criminel, qu'il a telle ou telle raison de le croire et qu'il est prêt à le déclarer sous serment, le juge de paix émet un mandat pour l'arrestation de la personne en question.

The peace we would like to see is the peace of justice, the peace of democracy.

Recalls that peace is not only the absence of war, and that there is no peace without justice and that, furthermore, the end of hostilities does not necessarily result in security for men and women; also recalls the important role of women in the prevention and resolution of conflicts and in peace-building, and stresses the importance of their equal participation and full involvement in all efforts for the maintenance and promotion of peace and security;
1. rappelle que l'on ne peut ramener la paix à la simple absence de guerre, qu'il ne saurait y avoir de paix sans justice et que, en outre, ce n'est pas parce que les hostilités cessent que la sécurité des hommes et des femmes est forcément garantie; rappelle encore le rôle important que jouent les femmes dans la prévention et le règlement des conflits et dans la consolidation de la paix, et souligne à quel point il est essentiel d'assurer leur participation équitable et leur engagement plein et entier dans tous les efforts menés pour maintenir et promouvoir la paix et la sécurité;

6. Notes the Council conclusions on Colombia adopted on 3 October 2005; recommends that, for future Council conclusions, consultation with civil society and with the UN High Commissioner for Human Rights should be a priority and should also involve debate in COHOM; asks the Council to monitor the ongoing impact of the Justice and Peace Law on human rights defenders; notes that the Justice and Peace Law applies to all illegal armed groups in Colombia (not only the United Self-Defence Forces of Colombia (AUC) but also the Revolutionary Armed Forces of Colombia (FARC) and the National Liberation Army (ELN));
41. prend acte des conclusions du Conseil sur la Colombie, adoptées le 3 octobre 2005; recommande que pour l'établissement des futures conclusions du Conseil, des consultations avec la société civile et avec le Haut Commissaire des Nations unies aux droits de l'homme soient une priorité et comprennent également un débat au sein du COHOM; demande au Conseil de contrôler l'impact qu'a la législation Justice et paix sur les défenseurs des droits de l'homme; note que la législation Justice et paix s'applique à tout groupe armé illégal en Colombie (pas seulement les Forces d'auto-défense unies de Colombie (AUC) mais également les Forces armées révolutionnaires de Colombie (FARC) et l'Armée de libération nationale (ELN) );

41. As the Secretary-General also noted, we recognize that the maintenance of international peace and security requires action at all stages of a conflict or potential conflict, whether to prevent it, minimize its effects and end it once it has begun, or pursue peacekeeping and peace-building, including reconciliation and the administration of justice after it has ended.
Comme le secrétaire général l'a également fait remarquer, nous reconnaissons que le maintien de la paix et de la sécurité internationales nécessite une intervention à toutes les étapes d'un conflit ou d'un conflit éventuel, afin de l'éviter, d'en minimiser les conséquences et d'y mettre un terme une fois qu'il a commencé, ou en vue de réaliser le maintien de la paix et l'édification de la paix, y compris la réconciliation et l'administration de la justice, une fois le conflit terminé.
