By way of derogation from Article 193 of Directive 2006/112/EC, the Kingdom of the Netherlands is hereby authorised to apply a scheme until 31 December 2009 in the ready-to-wear clothing industry for shifting the subcontractor’s obligation to pay over VAT to the tax authorities from the subcontractor to the clothing firm (the contractor).

The arrangement would authorise the Kingdom of the Netherlands to apply in the ready-to-wear clothing industry a scheme for shifting the subcontractor’s obligation to pay over VAT to the tax authorities from the subcontractor to the clothing firm (the contractor).

Expresses its concern at the abnormally high growth in the amount of non-EU textile products, especially from China, imported into the EU since the WTO Agreement on Textiles and Clothing expired on 1 January 2005 and quotas were abolished, a fact which, combined with the prospect of still greater increases, will have far-reaching implications for employment in the European textile and clothing industry, a strategic sector with great potential for the future and marked by a high level of regional concentration, and one which consists primarily of small- and micro-scale enterprises and a predominantly female workforce;

With the liberalisation of international trade in textiles and clothing resulting from the end of the Textile and Clothing Agreement on 1 January this year, and China's adhesion to the WTO rules since December 2001, the economic and social situation of the textile and clothing industry is worsening.

In countries with weaker economies, where the textile and clothing industries are mostly located – as is the case in northern and central Portugal – there is already a worrying increase in the number of import licences issued for Chinese goods, especially in the most sensitive product categories for Portuguese industry, in addition to all the concern about household textiles imported from other places, such as India and Pakistan.

The main piece of legislation at EU level affecting the textile and clothing industry is the Integrated Pollution Prevention and Control (IPPC) Directive [13] of 1996, which aims to achieve integrated prevention and control of pollution arising from a wide range of industrial and agricultural activities, including pre-treatment or dyeing of fibres or textiles [14].
Le principal acte législatif au niveau de l'UE affectant l'industrie du textile et de l'habillement est la directive pour la prévention et le contrôle intégré de la pollution (PRIP) [13] de 1996, qui vise à réaliser une prévention et une réduction intégrées de la pollution découlant d'un large éventail d'activités industrielles et agricoles, et notamment le prétraitement ou la teinture des fibres ou textiles [14].

This Communication, situated as it is within the framework of the sectoral application of both industrial and trade policies, outlines the major challenges faced by the textile and clothing industry in the EU, whilst at the same time taking into account the impacts on its partner countries benefiting from preferential access to the European markets, and makes a number of proposals to strengthen its competitiveness.
La présente communication, qui s'inscrit dans le cadre de l'application sectorielle des politiques industrielle et commerciale, expose les principaux défis que doit relever l'industrie du textile et de l'habillement dans l'UE, tout en tenant compte, dans le même temps, des répercussions sur les pays partenaires qui bénéficient d'un accès préférentiel aux marchés européens, et présente un certain nombre de propositions afin de renforcer sa compétitivité.

14. Reaffirms that the opening up of international trade in the textile and clothing industry should provide the European industry with a number of opportunities for growth; consequently expects the Commission to maintain in the Doha Development Agreement negotiations the commercial policy proposals it sets out in its Communication, thus safeguarding for the industry access to markets at world level that is comparable to the import conditions that the EU will be applying with effect from 2005;
