Points out that the level of its 2013 budget is 1,9 % above the 2012 budget including the costs for Croatian accession; highlights that, due to the current inflation rate of 1,9 %, there is thus a real decrease of the operating budget, despite recently added competences, new posts and actions, the financing of Croatia's accession and the costs for preparing the 2014 elections;
