In order to support Member States eligible for funding from the Cohesion Fund which may experience difficulties in designing projects that are of sufficient maturity and/or quality and which have sufficient added value for the Union, particular attention shall be given to programme support actions aimed at strengthening institutional capacity and the efficiency of public administrations and public services in relation to the development and implementation of projects listed in Part I of Annex I. To ensure the highest possible absorption of the transferred funds in all Member States eligible for funding from the Cohesion Fund, the Commission may organise additional calls.
3. Afin de soutenir les États membres susceptibles de bénéficier d'un financement au titre du Fonds de cohésion qui pourraient rencontrer des difficultés pour concevoir des projets qui présentent une maturité et/ou une qualité et une valeur ajoutée européenne suffisantes, une attention particulière est portée aux actions de soutien du programme destinées à renforcer la capacité institutionnelle et l'efficacité des administrations et des services publics concernés par la conception et la mise en œuvre des projets dont la liste figure dans la partie I de l'annexe I. Considers that the ERDF and the Cohesion Fund can contribute to meeting the targets under Directive 2009/28/EC and the 2030 Framework for Climate and Energy, as well as funding research and innovation in connection with renewable energy generation, while supporting job creation and economic growth; underlines the importance of thematic concentration within cohesion policy, since this should contribute to channelling investment towards the low-carbon economy, including renewable energies, especially in the light of the prominent role of the thematic objective ‘Supporting the shift towards a low-carbon economy in all sectors’; calls on the Member States to increase their efforts and make best use of the funding opportunities existing for this purpose, while underlining the opportunities for local business development and job creation; recalls the common provisions in the ERDF and the Cohesion Fund supporting the eligibility of projects related to energy efficiency and the use of renewable energy sources in private households, public buildings and enterprises, and believes that regional renewable energy market integration, which could be achieved through such funding, would represent an important contribution of cohesion policy in this respect.

Pursuant to Article 8(3) of Regulation (EC) No 1083/2006 the Member States eligible for funding from the Cohesion Fund in 2006 and which would have continued to be eligible had the eligibility threshold remained at 90 % of average GNI of the EU-15, but which lose eligibility because their nominal per capita GNI will exceed 90 % of average GNI of the EU-25 average measured and calculated according to Article 5(2) of that Regulation, are also eligible, on a transitional and specific basis, for financing by the Cohesion Fund.

The Member States eligible for funding from the Cohesion Fund in 2006 which would have continued to be eligible had the eligibility threshold remained at 90 % of the average GNI of the EU-15, but which lose eligibility because their nominal per capita GNI will exceed 90 % of the average GNI of the EU-25 measured and calculated according to Article 5(2), shall be eligible, on a transitional and specific basis, for financing by the Cohesion Fund under the Convergence objective.

This Regulation shall not affect the continuation or modification, including the total or partial cancellation, of assistance co-financed by the Structural Funds or of a project co-financed by the Cohesion Fund approved by the Commission on the basis of Regulations (EEC) No 2052/88 , (EEC) No 4253/88 , (EC) No 1164/94 and (EC) No 1260/1999 or any other legislation which applies to that assistance on 31 December 2006, which shall consequently apply thereafter to that assistance or the projects concerned until their closure.
