2. Since the Amsterdam Treaty’s entry into force, several EU action plans on combating OC have been adopted[2], the latest being the Millennium Strategy on the prevention and control of OC of 2000.[3] On the Dutch Council Presidency’s initiative discussion began in 2004 leading to the adoption of Council conclusions on the development of a strategic concept on tackling OC on 2.12.2004.[4]
2. Depuis l’entrée en vigueur du traité d’Amsterdam, plusieurs plans d’action de l’UE de lutte contre la criminalité organisée ont été adoptés[2], le dernier en date étant la stratégie pour le prochain millénaire relative à la prévention et au contrôle de la criminalité organisée[3]. À l’initiative de la présidence néerlandaise du Conseil, des discussions ont été ouvertes en 2004 et ont conduit à l’adoption le 2 décembre 2004 des conclusions du Conseil sur l'élaboration d'un concept stratégique en ce qui concerne la lutte contre la criminalité organisée[4].
