In regard to disclosure and accountability issues, the Committee takes the view that disclosure of environmental impact assessments which allows sufficient time for preventive action—i.e., identification and mitigation of potential problems as early as possible in the course of the proposal approval process and the project cycle—should be the operating rule, subject only to any commercial confidentiality and viability requirements that the Government deems essential.

Whereas I am presenting a petition signed by 5,200 citizens from the Quebec County of Témiscamingue, in which they express their concern regarding this somewhat experimental project; whereas 700 people came to support the committee's actions to oppose this project—which potentially can alter our quality of life—at a meeting in Ville-Marie; and whereas there is commercial fishing on Lake Temiskaming and I was asked to represent a Mr. Denis Lampron, a commercial fisherman from Saint-Bruno-de-Guigues, who catches 30,000 pounds of fresh fish for sale from the lake, and whose work could be jeopardized if it were to be polluted in any way; I request, on my own behalf, as a Canadian citizen and chair of the committee, and on behalf of the people who signed petitions, that the federal environment minister conduct a full environmental assessment in order to evaluate the impact that this project might have on our transboundary environment, on the quality of both the soil and the surface water and groundwater.
Compte tenu que je présente une pétition de 5 200 noms de citoyens et citoyennes du comté québécois de Témiscamingue qui expriment ainsi leurs inquiétudes face à ce projet en partie expérimental, compte tenu que 700 personnes sont venues appuyer les démarches du comité pour contrer ce projet qui peut altérer notre qualité de vie lors d'un rassemblement à Ville-Marie, et compte tenu qu'il y a, sur le lac Témiscamingue, une activité de pêche commerciale et que je suis mandaté pour représenter M. Denis Lampron, pêcheur commercial de Saint-Bruno-de-Guigues, qui retire 30 000 livres de poisson frais pour la vente de ce plan d'eau et que quelque pollution que ce soit pourrait mettre en péril cette activité, je demande, en mon nom, en tant que citoyen canadien et président du comité, et au nom des personnes signataires des pétitions, que le ministère fédéral de l'Environnement fasse une étude environnementale complète afin d'évaluer les conséquences que ce projet pourrait avoir sur notre environnement transfrontalier, tant sur la qualité des sols que sur celle des eaux de surface et souterraines.

Endorses the Declarations made at the 24 June Environment Council by 11 Member States to suspend commercial releases of GMOs until revised safety regulations are implemented, but notes with dismay that under US pressure the Summit abandoned the concept of an independent international high council to take urgent action on the issues of human health and environmental well‑being arising from the commercial release of genetically modified organisms (GMOs) and relegated the matter to the relative obscurity of two OECD committees;

These negotiations follow on from a programme of action against corruption which includes the drawing up of a criminal law convention adopted by the Committee of Ministers of the Council of Europe in November 1996 and from a recommendation on corruption in international commercial transactions adopted by the OECD Council at Ministerial Level in May.
Il est rappelé que ces négociations font suite, d'une part, à un programme d'action contre la corruption prévoyant l'élaboration d'une Convention pénale adopté par le Comité des Ministres du Conseil de l'Europe en novembre 1996 et, d'autre part, à une recommandation concernant la corruption dans les transactions commerciales internationales adoptée par le Conseil ministériel de l'OCDE en mai dernier.

To tackle the serious problems resulting from the lack of coordination at different levels, and to avoid the dangers of continuing to manage the research and technological innovation process via insufficiently integrated policies when these should be focused on the rapid transformation of scientific break-throughs into job-creating industrial and commercial successes, the Committee lists in its Opinions a number of recommendations, and in particular: - the need to reform bodies implementing Community RTD programmes and to simplify the administrative organization of such programmes; - the need to make coordination part and parcel of the Community RTD framework by creating networks for systematic exchange of information and "tableaux de bord" on national and Community research actions; - the need to develop a flexible, interdisplinary approach in the light of the fifth framework programme; - the need to create a single European market for innovation by eliminating the present segmentation; - the need to promote a coordinated European environment in respect of national tax incentives for intangible investment and for innovation, especially in SMEs; - the need to stimulate the further intertwining of research and industry within the framework of new and more sophisticated machinery and a favourable legal and regulatory framework; - the need to develop international cooperation through the advance, systematic coordination of activities carried out by the Member States and by the European Union; - the need to reinforce coordination between the research/technological innovation policy and other Community policies, ensuring greater consistency between them.
Pour faire face aux graves problèmes résultant du manque de coordination à différents niveaux et aux dangers qu'il y aurait à continuer de gérer la spécificité du processus de recherche et d'innovation technologique par le biais de politiques insuffisamment intégrées et focalisées sur la transformation rapide des percées scientifiques en réussites industrielles et commerciales et créatrices d'emploi, le Comité détaille dans son avis toute une série de recommandations, et en particulier: - réformer les organes d'exécution des programmes communautaires de RDT, et simplifier l'organisation administrative qui gère ces programmes; - faire de la coordination un instrument au service du cadre communautaire de RDT, par la création de réseaux d'échanges systématiques d'information et des "tableaux de bord" sur les actions nationales et communautaires de recherche; - développer une approche flexible et interdisciplinaire dans la perspective du 5ème programme-cadre; - créer un marché unique européen de l'innovation en éliminant les segmentations encore existantes; - promouvoir un contexte européen coordonné de mesures fiscales entre les Etats membres en faveur des investissements immatériels, et pour la promotion de l'innovation, notamment en faveur des PME; - stimuler des interactions entre recherche et industrie par le biais de mécanismes nouveaux et plus élaborés, et la mise en place d'un cadre juridique et réglementaire favorable; - développer la coopération internationale par une coordination préalable et systématique des actions menées par les Etats membres et l'Union européenne; - renforcer la coordination entre la politique de recherche et d'innovation technologique et les autres politiques communautaires en garantissant une cohérence accrue entre elles.
