It reiterated its view that Parliament should be formally consulted but, in the absence of any indication that Council would actually do this, and aware of the very significant foreign policy implications of the accession, it decided that it would not oppose any further request for the transfer of the 1997 funds from the reserve, but that it would, with the authorisation of the Conference of Presidents, treat the sending of the final text of the Accession Agreement by the Commission to Parliament (the Commission always sends such texts) as if it were a consultation, and would duly draw up a report on it.
