Definition: A type of pervasive developmental disorder that is defined by a period of entirely normal development before the onset of the disorder, followed by a definite loss of previously acquired skills in several areas of development over the course of a few months. Typically, this is accompanied by a general loss of interest in the environment, by stereotyped, repetitive motor mannerisms, and by autistic-like abnormalities in social interaction and communication. Takes note of the Commission communication to the Council and the European Parliament concerning the need for a specific flexibility instrument to finance civil crisis-management measures within the Community budget; considers that this proposal should rather aim for a wider use of the emergency reserve for structural interventions in external crises under heading 4; underlines the indispensable need to find an agreement to compensate the increase of new policies without reducing EU's traditional priorities; considers it necessary to maintain a political and geographical balance by ensuring global security and poverty reduction through improved effectiveness, before appropriations and acute measures in favour of the Middle East and Afghanistan can be made available; invites the Commission to provide further information and evaluation regarding the implementation of the pledges made for Afghanistan and more background information in order to decide on the future appropriations for the Balkans;
21. prend note de la communication de la Commission au Conseil et au Parlement européen au sujet de la nécessité d'un instrument de flexibilité spécial pour financer la gestion des crises civiles dans le cadre du budget de l'Union; est d'avis que cette proposition ne doit pas se limiter aux besoins urgents mais doit permettre un recours plus large à la réserve d'urgence pour les interventions structurelles dans les situations de crise extérieure, au titre de la rubrique 4; souligne qu'il est absolument indispensable qu'un accord soit trouvé pour compenser le relèvement du financement des nouvelles politiques sans remettre en question les priorités traditionnelles de l'UE; juge nécessaire de maintenir un équilibre politique et géographique pour assurer la sécurité dans le monde ainsi que la lutte contre la pauvreté, ce qui passe par une amélioration de l'efficacité, avant que des crédits appropriés et des mesures d'urgence en faveur du Proche-Orient et de l'Afghanistan ne soient mis en place; invite la Commission à fournir des informations et une évaluation supplémentaires au sujet de la réalisation des engagements pris en ce qui concerne l'Afghanistan ainsi que davantage d'informations de fond, pour rendre possible une décision sur les crédits à prévoir à l'avenir pour les Balkans;

5. Notes that the Commission communication was drafted before the Doha Conference, which, despite the efforts of the European negotiators, failed to bring about any significant improvement; calls on the Commission to revise its strategy without delay in the light of that fact; considers it essential for incentives to universal compliance with core labour standards to be coordinated and used more effectively; and calls on the Commission to look in more detail into the arrangements for a global social label, as discussed in point 5.1.1 of its communication;
